A Tokyo prosecutor named Morioka is accused of theft by a woman and then by a man. When the stolen items are found at his home, he flees through a bathroom window. His superior revokes him and a manhunt is launched with detective Yamura assigned to the case.

Makami Village discovery and ambush

Morioka tracks one accuser to Makami Village on the Noto Peninsula and finds her dead. Among her belongings he unveils a wedding photo linking her to the other accuser. The police discover the body and track Yokomichi Keiji to Kounogi in Hokkaido, where they set up an ambush. Morioka arrives and escapes the pursuing officers.

Bear encounter and rescue by Mayumi

In the woods, Morioka disarms a shotgun tripwire to deter a hunter. A bear attacks a woman stuck up a tree and chases Morioka off a cliff into a river. Mayumi rescues him and nurses him back to health at her family home.

Morioka reveals himself as Maeda, but Mayumi's father Tonami Yohinori recognizes him and offers help. Tonami's assistant Nakayama calls the police to boost Tonami's political ambitions, prompting Morioka to flee again. Mayumi follows and later confesses what happened to Yamura when the police come to her house.

Mayumi leads Morioka to a seaside path where they are pursued by the police and knocked off by a bear. They retreat to a cave hideout, where Morioka overpowers the injured Yamura and cauterizes his wound with a burning branch. Mayumi stays by his side as they plan their next move.

Tonami locates the hideout and offers a private plane to hurry Morioka to Tokyo to find Yokomichi. Tonami withdraws from the governor’s race and sends Mayumi to Tokyo under the pretense of a business deal.

Morioka crash lands on a beach near Mito, then sneaks past police roadblocks on a truck as he makes his way toward Tokyo. He falls ill and is helped by an unknown woman who recognizes him from wanted posters.

The next night Morioka is spotted by police in Tokyo and chased through crowded streets. Mayumi rescues him on horseback, leading a herd that crashes through a shield wall set up by the police.

Yamura arrives at Mayumi’s hotel and shows Morioka Yokomichi’s medical record from a mental hospital, where he is treated under the name Suzuki Takeshi. He explains the hospital is run by the Nagaoka Company owned by Ryosuke, and connects Asakura’s death and extortion with the larger conspiracy.

Hospital commitment and sedative confinement

Morioka and Mayumi drive to the mental hospital and pretend that Morioka is Mayumi’s husband to have him committed. Doctor Doto taunts him by showing Yokomichi, now incoherent, and imprisons him as Tsuyama while forcing sedatives.

Representative Ryosuke visits the hospital for a demonstration of the sedative AX that allegedly blocks will. The test shows a patient obeying orders and stabs his own arm, highlighting the drug's danger. Morioka has been vomiting the pills and faces orders to write a suicide note and jump.

Confrontation, death, and final pact to run

Morioka and Yamura confront Ryosuke as he tries to flee to South Korea with a briefcase of dollars. They shoot him in self-defense, ending the conspiracy. Doto commits suicide on the rooftop and Sakai is found dead by suicide in the hospital. The General Prosecutor accepts the explanation but Morioka chooses to live on the run with Mayumi.
