Major Benson Winifred Payne, a seasoned Force Recon Marine and accomplished Vietnam veteran, triumphantly returns from a successful drug operation in South America, only to discover that he has been overlooked for a promotion to Lieutenant Colonel. After receiving an honorable discharge, he struggles to adapt to civilian life and finds himself in trouble with the law. Fortunately, his former commander intervenes, springing him from jail and reinstating him in the military.

Payne is assigned to Madison Preparatory School in Virginia, where he takes command of the rowdy JROTC students, a group of misfits who have consistently finished last in the Virginia Military Games for eight consecutive years. From the outset, Payne establishes a firm grip over the cadets, demonstrating his no-nonsense attitude by shaving their heads and relocating them from their comfortable dorms to a dilapidated barracks. His punitive tactics and apparent lack of compassion lead to a clash with school counselor Emily Walburn, who seeks to bring some warmth to Payne’s brusque demeanor.

As the cadets, spearheaded by the rebellious leader Alex Stone, plot multiple schemes to undermine Payne and drive him away, their most ambitious plan involves hiring a biker to attack him. However, Payne neutralizes the threat with ease. In a moment of selflessness, Alex takes the blame for their actions to protect his peers, prompting Payne to appoint him as squad leader, acknowledging Alex’s budding leadership skills and his willingness to sacrifice for his comrades.

Tensions escalate further when Payne challenges the cadets to secure the Military Games trophy from Wellington Academy. When the boys attempt to steal it, their plans backfire as they are ambushed and soundly defeated. This harsh reality prompts the cadets to realize they must earn the trophy through hard work and dedication. Under Payne’s guidance, they practice relentlessly, transforming into a cohesive squad ready to compete.

Just before the games, Payne is unexpectedly called back to the Marines to serve in Bosnia, taking the very rank he was denied. With mixed emotions, he accepts the posting but is saddened that it means he will miss witnessing the Military Games. As he waits for his train, he functions in a fantasy of family life with Emily and her foster son, Tiger. The cadets are disheartened by his impending absence, but Alex rallies them, stepping into the leadership role in Payne’s stead.

During the games, the cadets perform admirably until Alex sustains an injury in a race against a Wellington cadet, which leaves him unable to participate in the final event. Fueled by frustration, the Madison cadets instigate a brawl with their rivals, resulting in a disqualification threat looming over them.

In a last-minute twist, Payne rejects his new deployment to be there for his cadets, smoothing things over with the judges. He advises young Tiger to take over as squad leader for the drill competition, as Tiger has diligently observed the group and mastered the routine. The team executes an unconventional yet captivating performance, ultimately clinching the coveted trophy.

When the new school year begins, the school proudly showcases the Military Games trophy alongside Alex’s individual achievement award. Payne proudly resumes his mentorship role, having married Emily and adopted Tiger, with Alex continuing as squad leader and Tiger stepping up as his assistant.
