Raju consolidates power in the narcotics-infested town of Kotha and asserts himself as its dominant gangster. He meets Tara and falls in love, complicating his allegiance to Kannan. This romance is set against a backdrop of fear, loyalty, and the town's brutal code.

A confrontation ensues when Kannan pressures Raju to join the cannabis trade, and Raju stubbornly resists. In the ensuing fight, Raju injures Kannan's right eye, deepening their personal feud. The incident marks a turning point in Kotha's power struggle.

Kannan tries to pressure Raju to help transport cannabis into Kotha, exploiting his influence. Raju refuses, citing Tara's brother's drug overdose and his own moral code. The standoff cements their fragile, uneasy alliance and sets the stage for future clashes.

Driven by his mother's warning and mounting danger, Raju leaves Kotha on the night of the FIFA World Cup Finals and goes missing from the town. The abrupt departure creates a power vacuum that others rush to fill. Raju's absence foreshadows the long arc of his revenge and return.

Shahul tasks Tony with tracing Raju, and a Lucknow police fax eventually identifies him as a retired assassin, 'Raju Madrassi.' Shahul also sends a telegram warning that Rithu, his sister, is in danger. The city closes in as new threats emerge around Raju.

In a restaurant confrontation, Tony arrives with forces to arrest Jinu for cannabis trafficking, exposing Jinu's ties to Rithu. Rithu's relationship with Jinu is tangled in this dangerous underworld. The arrest marks a turning point in the drug saga around the couple.

In 1998, Raju lives a fragile peace with Tara and Rithu in Shimla, far from Kotha's chaos. A new arch-enemy, Dev Gujjar, is sent by Manju to kill him, suggesting the violence may incarnate elsewhere. The ending hints at the cycle of retribution continuing beyond Kotha.
