Even an emperor cannot resist her. When Tsar Alexander II meets the young student Katia, he falls in love, tries to distance himself, but they reunite and she becomes his mistress. Together they shape his push for a liberal constitution, reforms that alienate the privileged elite yet do not satirize the revolutionaries opposing his regime.
