Assistant Commissioner Suraj Chauhan is introduced as an honest, diligent officer operating in a corrupt system. The presence of corrupt politicians and officials like Home Minister Bhavani Shankar and the DIG creates constant tension and moral challenges. This setup establishes the central conflict between duty and power.

At a function hosted by an adoption center, Bhavani Shankar becomes infatuated with a young girl. He orders his DIG to arrange access to her through the Mayor's wife, who runs the center. The scene highlights the minister’s abuse of power and objectification.

The DIG threatens to reveal the Mayor’s past dealings with prostitutes to force cooperation. The Mayor's wife reluctantly agrees to present the girl to Bhavani Shankar. This coercive maneuver marks the entry point of the minister’s predatory scheme.

That night, Bhavani Shankar rapes the girl at the center while Arun, Suraj’s crime reporter brother, secretly records the incident. The video becomes a weapon that could topple a powerful minister. The evidence triggers a dangerous power struggle.

The next night, Arun shows the Mayor the recorded rape and they rush toward the police to seek action against Bhavani Shankar. Their plan is to arrest the Home Minister for his crime. Their attempt triggers a dangerous escalation.

On the way to surrender the evidence, Chakku Pande, Bhavani Shankar's hired goon, blocks the path and kills both Arun and the Mayor. Suraj learns of the double tragedy and vows vengeance. The corrupt network continues to shield Bhavani Shankar.

Grief turns to resolve as Suraj swears to bring Bhavani Shankar to justice. He begins to pursue the minister and uncovers the minister's culpability behind the murders. The pursuit marks the shift from personal loss to a wider fight against corruption.

Suraj confronts Chakku Pande to obtain a confession for the murder order. Pande denies his involvement and Suraj floors him in a brutal exchange. Chakku Pande is jailed and awaits a confession, deepening Bhavani Shankar's fear of exposure.

That same night, Bhavani hires more goons to kill Pande, but Suraj's team intervenes, and Pande survives. He pledges to protest against Bhavani Shankar, setting the stage for a public showdown.

A huge public function is arranged for Pande to confess the truth, but he instead blames Suraj. During a power outage, a gunshot echoes, Pande dies, and a suspect flees. Suraj is wrongly accused as the killer as corrupt officers push his arrest.

In prison, Suraj discovers his lookalike Rajnikant, a moral, simple man incarcerated for defending his wife. Rajnikant proposes they switch identities so Suraj can walk free while Rajnikant's sentence nears its end. This switch sets up a new dynamic for bringing Bhavani to account.

After the switch, Suraj and Rajnikant join forces to continue the mission against Bhavani Shankar. The film shifts into a new, action-packed phase as they plot to expose the minister and avenge Arun's death. The two men leverage their combined strengths to pursue justice.
