Jacki and Julian Dewar arrive in London for spring break and immediately dive into the city's underground party scene. They hit clubs and strip bars, embracing the reckless freedom of their new surroundings. Agamemnon, Jacki's teddy bear, is treated as a father figure who accompanies them on this reckless journey.

They meet Clive, a small-time pimp who survives by ingratiating himself with the wealthy. Clive quickly endears himself to Jacki, while Denise attempts to seduce Julian. Julian views his sister as a hive-mind partner and imagines incest as a natural expression of their closeness.

It becomes apparent that Clive is using the twins' house as a hideout from a gangster he owes a large gambling debt to. The twins' carefree world collides with a real criminal threat as their home turns into a dangerous refuge.

After Jacki rejects Julian's advances, Clive drugs him and takes them to his Circus brothel where his group of transvestite prostitutes work. Two of the prostitutes are raped, and Clive photographs the assault to use as blackmail against Julian.

Denise reveals that Clive has raped and blackmailed other men and has even sold some into sexual slavery when they couldn't pay. Jacki is shocked to learn the depth of Clive's criminal and predatory world.

Jacki comforts Julian after the assault and tells him that their relationship has not changed. The twins cling to each other amid the growing danger surrounding them.

The twins stage a ritual to outwit Clive during a drunken bet about who they are. They dress the room in ceremonial robes and an altar for Agamemnon, and when Clive hesitates, they stab him to death with Jacki's Tantō blades. Agamemnon is cut in half, and Jacki suffers a nervous breakdown, fleeing the scene.

Jacki is discovered on a London dock, semi-catatonic, by Member of Parliament James Harrington-Smith, who recognizes her from a party. He brings her to his flat where she slowly recovers and pieces together what happened. Her amnesia and the murder trigger a citywide response that affects both twins.

The discovery of Clive's body triggers a citywide manhunt for both twins. James lies to the police about Jacki's whereabouts, shifting blame away from her and onto Julian.

Jacki deduces that Julian has gone into hiding at the same hotel where Clive kept his Circus. She tells James that she will try to coax him to surrender and promises to call the police if he doesn't return within an hour.

Jacki confronts Julian; his mental state deteriorates as he clings to the idea that their incest would grant them worldwide 'specialness.' The exchange heightens paranoia and reveals the depth of Julian's break from reality.

James, fearing political scandal from any ties to the twins, decides not to call the police. He struggles with the pressure to keep quiet while the city hunts them.

Jacki attempts to convince Julian that she will help him escape London and return to James with information about his whereabouts. The plan underscores the widening rift and the collapse of trust between the siblings.

Julian attacks Jacki and crushes her windpipe, killing her in a brutal moment. In a final act of clarity, he apologizes to Jacki, then shuts off the room's pilot light and gasses himself to death.
