In Wan Chai District, District Crime Squad Sergeant Cheung Tit-chu has long been a pioneer in policing, delivering standout service to the community and earning a reputation for hands-on, effective work. Yet his blunt, sometimes harsh approach has drawn a steady trail of complaints, and his new superior, Chief Inspector Lo Tai-wai, is quick to challenge him, accusing him of disobeying orders and often clashing with him.

One day, a criminal Judge Judge is released from prison and gathers his former associates to map out a major crime spree: Bull Bull, Chicken Chicken, and Smut Smut all become part of the plan. Meanwhile, a car thief who idolizes the Judge, Boy Boy, willingly serves him, but a car theft incident leads to Boy being arrested by Cheung.

As the Judge and his team pull off a raid on an illegal underground casino using a stolen car, several customers are killed in the ensuing chaos. Boy finds himself innocently entangled in the robbery, and Inspector Lo views him as an accomplice, charging him with robbery and murder. Cheung, however, remains convinced of Boy’s innocence and is determined to uncover new evidence that will overturn the false allegations.
