The Foot Clan attacks Wayne Enterprises to steal the experimental cloud seeder. Batman ambushes them and fends off the Foot Clan and their leader, Shredder, in the confrontation. The attack reveals a more dangerous, tech-fueled threat behind the theft.

The four metahumans Batgirl spotted are revealed to be the Teenage Mutant Ninja Turtles, arriving in Gotham to track Shredder's actions. They confront Batman, and the Dark Knight overpowers them during their initial skirmish, causing the Turtles to retreat.
