Tucker and Esther Cobblepot are horrified to find that their deformed infant son has killed their pet cat. Fearing that Gotham's elite would never accept him, they make the heart-wrenching decision to abandon him in the sewers, leaving his fate uncertain.

The abandoned infant is discovered by a colony of penguins in the sewers who take him in and raise him. This unexpected upbringing shapes his character and future as he grows up, eventually becoming the notorious criminal known as Penguin.

Fast forward to 33 years later, Penguin, played by Danny DeVito, is now a criminal mastermind seeking power and acceptance in Gotham. He kidnaps businessman Max Shreck, threatening him with incriminating evidence to secure his citizenship.

Shreck's secretary, Selina Kyle, becomes aware of his plan to build a power plant that would drain the city's electricity. To silence her, Max attempts to kill Selina by pushing her out of a window, but she miraculously survives.

Revived by a group of alley cats after her fall, Selina undergoes a mental breakdown and emerges as Catwoman, donning a black vinyl catsuit. This new identity marks her transformation into a fierce and empowered character.

In a bid to win public favor, Penguin stages a heroic rescue of the mayor's baby. This act is intended to manipulate Gotham's citizens into supporting him, showcasing his cunning and strategic mind.

As chaos reigns in Gotham, Bruce Wayne, who takes on the mantle of Batman, grows suspicious of Penguin’s true motives. With the discovery that Penguin leads the Red Triangle Circus Gang, he prepares to confront the rising criminal threat.

Penguin learns of his parents' demise, taking on the identity of Oswald Cobblepot while plotting to run for mayor. He seeks to undermine the current administration, orchestrating a riot with the help of his circus gang.

Catwoman channels her rage towards Max Shreck, vandalizing his department store to seek revenge for his treachery. During this chaotic confrontation, Penguin’s escape plan is disrupted by both Catwoman and Batman.

In a devious plot, Catwoman and Penguin kidnap the Ice Princess just before the Gotham City Christmas Tree lighting. They intend to frame Batman, leading to a series of explosive encounters as tensions rise.
