During the Great Depression year of 1933, Annie Bennett lives in the NYC Municipal Orphanage Girls Annex. She grows tired of waiting for her parents and makes a bold attempt to escape. She is discovered by Miss Hannigan, but she manages to hide in the dirty laundry bin and slips away into the streets.

After escaping, Annie befriends a stray dog she names Sandy and begins to survive on her own in the city. A police officer, L.T. Ward, catches her and returns her to the orphanage. Miss Hannigan punishes Annie with extra chores for the failed escape.

Christmas season brings a change when billionaire Oliver Warbucks decides to take in an orphan at his mansion and Grace Farrell selects Annie.
