Detective Burke leads a covert operation with his two associates as they invade the residence of notorious drug dealer George Freemont to locate crucial evidence that links Burke to narcotics distribution. Tensions escalate when one of the men shoots Freemont’s laptop, which contains damning evidence. In a shocking turn, Burke shoots and kills Freemont during their search for backup documentation.
Meanwhile, Detective John Shaw fresh off a grieving period due to his partner Ray Jones’ untimely death, returns to work, where he is met with a mix of support and suspicion from his colleagues. The atmosphere grows lighter when they applaud Burke, signaling that Freemont is no longer a menace to their community. Later, Shaw and Burke engage in target practice, reinforcing their partnership.
A flash drive, cleverly disguised as a credit card, is recovered during Freemont’s autopsy, revealing the same evidence that Burke desperately seeks to hide. Shaw reviews the incident report, uncovering a web of lies stating that Freemont fired at Burke and his men first. Determined to uncover the truth, Shaw heads to the evidence locker, unaware that Burke is already plotting to reclaim the flash drive. As Burke receives a tip-off and rushes to the precinct, Shaw realizes that he is now a target.
In a dramatic series of events, tensions boil over when Burke activates a fire alarm to herd employees out of the building, creating chaos. Security head Darrow takes charge, initiating a lockdown and disabling all communications to hunt Shaw down. Cornered with just twelve rounds left, Shaw must utilize his skills to stay alive, even as young Officer Taylor, a recent academy graduate, finds herself trapped inside the evacuated building.
As Shaw navigates the tense situation, he witnesses an opportunity when Burke’s henchman Meeks, who is working to locate him, is held hostage. Seizing the moment, Burke kills Meeks, and the fight intensifies as Shaw pulls off a daring escape. After a brutal confrontation with one of Burke’s henchmen, Shaw fights through injuries and manages to regroup with Officer Taylor.
With the stakes rising, Burke utilizes the PA system to taunt Shaw, ordering him to reveal himself or face dire consequences for Taylor. In an effort to buy time, Shaw exposes himself to the security cameras, but Burke shoots Taylor in cold blood, sending Shaw into a desperate quest to save her.
Staying a step ahead, Shaw re-enters the office to treat his injuries. With all exits barricaded and the henchmen closing in, Shaw devises a plan involving a Taser to create chaos among Burke’s crew. His resourcefulness leads him to the server room, where he frantically works to upload evidence against Burke to the police.
However, Darrow’s intervention nearly derails Shaw’s plan, but not before he escapes to the rooftop to signal for help. A tense showdown leads to him confronting Burke directly, leading to explosive confrontations and revelations of betrayal as Shaw maneuvers through the chaos. The true extent of Burke’s corruption is laid bare in a series of climactic events that culminate in Shaw playing a recording of Burke’s confession, turning the tables on him before stepping out into the light, finally free but forever changed by the night’s harrowing events.
