ACP Inder Saxena appears to be a genial ally to Deva and his family, but he secretly plots against Deva. His loyalty is compromised as he aligns, in part, with the city’s criminal powers. The seeds of betrayal grow as tension with Deva develops.

Amid the volatile life around Deva, club dancer Jaya falls for him, adding a personal complication to his vigilante mission. Their budding relationship threads through Deva’s tumultuous world. Jaya's affection humanizes the outlaw-hero in his fight against crime.

Akash overhears the three crime bosses plotting to kill the Chief Minister from a top-floor construction site by Laal Builders. He clumsily drops his pen-cap bearing his name, which becomes a crucial clue. Desperate to keep his discovery private, he tries to call Deva but is interrupted by the criminals.

Inder and the criminals assault Akash, and Inder throws him from the building, killing him. The cap is recovered by Inder, who retains the pen-cap as proof of Akash's overheard plot. This brutal act deepens the rift between Deva and the police.
