In the Philippines, Officer Man leads his squad to bust a drug deal and arrests Talung, the second in command of Roy's counterfeit operation. Santos also arrests Roy's girlfriend Yu Wing-kei during the operation. The crackdown sets off a cycle of violence as Roy fights back against the police.

After the arrests, Man is killed by a hitman dispatched by Roy during his mother's birthday celebration. The hit on Man marks Roy's willingness to remove obstacles by force. The murder escalates the conflict between Roy's gang and the police.

In Shenzhen, Yang Lai-ching busts a drug deal and discovers that the money used in the transaction is counterfeit. The counterfeit currency reveals a cross-border network connected to Roy. Yang is drawn into a joint operation with Hong Kong and Chinese police to infiltrate drug dealers operating through the Philippines.

Back in the Philippines, Yang is assigned to work closely with Yu in prison, while Hong Kong inspector Lee King-tong has been undercover there for three years. The operation is part of a larger plan to dismantle Roy's network from within. The team coordinates across borders to trap the counterfeit operation.

Lee visits Yang in prison and they decide to pose as a married couple to get close to Yu. Yang befriends Yu after defending her from a bully, strengthening their inside access. The alliance solidifies the plan to dismantle Roy's operation from within.

Santos leads an arrest at Roy's restaurant where cocaine is found, and Roy's employee becomes a scapegoat. The restaurant raid tightens the net on Roy's organization and increases the stakes for Lee and Yang's undercover mission.

On Valentine's Day, Lee brings Yang flowers and two bottles of dioxide solution to help Yang and Yu drink and escape while they are transferred to the hospital. The plan cements Lee and Yang's reliance on the covert operation. The escape scheme foreshadows a wider confrontation to come.

Roy's boss takes control at his headquarters and schemes to eliminate Lee and Yang with martial law-like force. In the ensuing chaos, Roy is killed by a muscular henchman on orders from the boss, marking a turning point in the power struggle.

Lee and Yang, aided by Santos, confront the boss in a climactic battle. Lee defeats the boss by using a water hose to shoot a bamboo weapon, bringing the counterfeit operation and the gang to an end. The alliance between Lee, Yang, and Santos wins the last round of the operation.
