Lieutenant Jordan, Joey Forman of the U.S. Coast Guard, answers a string of distress calls from civilian sailors around Southern California’s Balboa Island. This kind of duty is precisely why Jordan has requested a transfer to a new station, and it sets the stage for a change in leadership as he hands the reins to Ensign Tom Garland, Robert Morse — a polite but conspicuously clumsy officer who will now report to Commander Taylor, Don Ameche, a World War II veteran who holds Garland’s father in high regard.

Garland’s ineptitude as the new skipper of the cutter Point Maley becomes clear as he repeatedly bungles minor issues that irritate the impatient travelers on the crowded waterways. Yet beneath the fumbling surface, there’s a growing spark: he quickly falls for Kate Fairchild, Stefanie Powers the manager of a local boat rental and sailing school. In their first meeting, Garland accidentally dumps a can of paint on her head, an awkward mishap that foreshadows a blend of comic misfire and unexpected chemistry between the two.

Meanwhile, a trio of jewel thieves is making a calculated march toward Mexico, dodging police at every turn. Ringleader Harry Simmons [Phil Silvers], along with Charlie [Mickey Shaughnessy] and Max [Norman Fell], poses as a yacht club commodore while they orchestrate a plan to smuggle stolen jewels inside hollowed-out foods. They rent a boat from Kate, even though none of them know how to sail. A picnic hamper filled with jewel-laden foods slips overboard, and their repeated attempts to retrieve it become a running farce of near-misses and mounting tension.

Their scheme leads them to hire a professional pearl diver, Chiyoko Kuni [Midori], who initially appears not to speak English, only to reveal fluent English once the price is right. She recovers the jewels, then, in a blunt, almost comic negotiation, demands far more than the agreed fee.

Kate and Tom grow suspicious that the trio might be the very men pursued by the police, while Commander Taylor remains skeptical. The pull between professional duty and personal attraction intensifies as Tom’s persistence gradually persuades Taylor to take a closer look. In a payoff that blends steady nerve with coast‑guard grit, Tom convinces Taylor to act, the crew of the Point Maley closes the loop, and the jewel thieves are brought to justice.
