Charlie Heller, a highly skilled cryptographer working for the CIA, leads a seemingly quiet life in his shed, diligently working on classified projects. His wife, Sarah, Rachel Brosnahan, prepares to leave for a conference in London, sharing a heartfelt farewell before departing. Charlie’s close friendship with a field agent known as “The Bear” Jon Bernthal hints at their past collaborations, especially since Charlie once saved his life. Additionally, Charlie maintains secret communications with an anonymous contact called “Inquiline,” with whom he frequently guesses locations based on the messages received.
The story takes a dark turn when Charlie learns from classified files that high-ranking officials, including Director Frank Moore Holt McCallany and Deputy Caleb Horowitz [Danny Sapani], have authorized covert drone strikes in the Middle East, disguising these deadly operations as suicide bombings. These revelations set the stage for a deeper conspiracy that involves government corruption and unlawful military actions.

Charlie cleverly uncovers that Blazhic uses the rooftop pool for secret meetings, and after setting up a device, he destroys the pool by shattering the glass, causing Blazhic to fall to his death.
While trying to escape, Charlie faces off against Henderson and an operative working for suspicious elements within the agency. During the confrontation, Henderson is shot by the operative but kills him in self-defense, risking his own life to protect Charlie. Meanwhile, Caleb’s team intensifies their efforts in Istanbul, prompting Charlie and Davies to flee. The chase leads Charlie to Romania, where he tricks Ellish into revealing Schiller’s location—fleeing Europe on a boat in the Baltic Sea. In Primorsk, Charlie reunites with Jon Bernthal, who offers to help him escape. Refusing assistance, Charlie continues his rogue pursuit alone. He finally confronts Schiller on his boat in a tense showdown. Schiller argues that his actions were necessary, claiming that while he didn’t intend to kill Sarah, they were cornered and forced to demonstrate their power. Charlie is handed a gun with the intention of killing Schiller, but instead, he keeps him talking long enough for the authorities to intervene. The agents storm the vessel and arrest Schiller and his associates after Charlie manages to send the boat into Finnish waters to ensure his escape.
In the aftermath, Julianne Nicholson publicly exposes the corruption behind the drone strikes, leading to the arrest of Moore and Caleb.
