In 2009, Ryan Varrett's wife and 9-year-old son are killed by a gang during a brutal assault. Ryan survives the attack and kills three of the gang members who attacked his family. Out of police work, he quits the Dallas Police and sets out on the road to hunt everyone responsible.

After taking out a rapist named Dale James Burrows, Ryan ends up in Hope, Washington. Kirby, a gas station owner, directs him to Darcy's hotel where he can find shelter and information. The encounter marks the start of a new, dangerous chapter in his quest for vengeance.

Ryan locates Rex Ray Salgado, a member of the gang responsible for his family's death. He learns that Hope is controlled by the Circle, led by Drayke Salgado, who is on the ATF's most-wanted list. Sheriff Cole is in Drayke's pocket, isolating the town from outside help.

Ryan kills Rex Ray Salgado, triggering Drayke to declare war on him. The once quiet town of Hope becomes a battleground as Drayke's gang and the Circle clash with Ryan and the locals. Casualties mount as the conflict escalates.

Drayke Salgado masterminded the shootings of Ryan's family and other cops' families. He explains how brutal prison experiences shaped his desire for revenge and how his current criminal empire fuels his war against the cops and their supporters. This backstory adds motive to the escalating violence.

Kirby, the gas station owner, is killed by Crab, Drayke's right-hand man, shocking the town. Special Agent Sutton arrives in Hope to assist, while Sheriff Cole tries to appease the bikers to protect the town from further bloodshed.

At night, Ryan fights off incoming bikers and kills three of them guarding Darcy. More bikers grab Darcy outside, beating Ryan in the struggle as the town's defenses crumble under pressure.

The next day, Ryan is taken to Drayke, while Darcy is brought in and restrained with tape over her mouth. They are held on an abandoned ferry boat that serves as Drayke's headquarters, where Ryan must endure physical abuse and plan an escape.

Ryan breaks free from his restraints, defeats Drayke's men, and searches for Darcy. He finds her tied to a chair and gagged, escalating the urgency of a final confrontation with Drayke.

Deputy Hedge goes to his father's house and discovers Sheriff Cole has shot himself dead. Sutton offers to help Hedge pursue Drayke, signaling a shift in Hope's leadership as they prepare to strike.

Sutton explains that the Circle once protected Hope, but Drayke took over and started arming for war. Rex had provided Drayke with a meth recipe, fueling a drug operation that funded his crimes. The town's recent violence is tied to this hidden network.

Ryan faces Drayke in a final confrontation as the town braces for a last showdown. A shot from Sutton ends Drayke's life, breaking the gang's power and ending the immediate threat to Hope. Darcy chooses to remain in Hope, and Sutton decides not to arrest Ryan for his violent acts.

With Drayke dead, Hedge becomes the new sheriff of Hope. Ryan decides to leave town but promises Darcy he will send a postcard to let her know his whereabouts. The story closes with Ryan walking away, the town’s future uncertain but finally free from the Circle.
