The base is commanded by Suito Kusanagi, a composed and enigmatic figure, while a young woman named Fuuko at a nearby diner offers fragments about Kannami's predecessor. The rhythm of life at this isolated base blends routine patrols with the restless camaraderie of people who have learned not to plan too far ahead.

Among the other pilots, Mizuki is introduced as Kusanagi's younger sister, though something about their bond hints at a deeper, more unusual connection that defies ordinary family ties.
