General Kodoroff hijacked the ten nuclear warheads from the SS-18 Satan ICBM to sell them on the black market. Thomas Devoe revealed that each nuclear warhead could fetch $200 million, making the theft a highly profitable operation for the rogue Spetznaz unit.

Kodoroff and his Spetznaz unit hijacked the train transporting the nuclear warheads by jumping between parallel moving trains and eliminating the soldiers onboard. He then transferred the warheads to another train, primed one warhead to explode, and set the train on a collision course with a passenger train. Kodoroff concealed himself in a nearby tunnel before the collision to avoid being caught in the explosion.

The train collision and nuclear explosion were staged as a deliberate diversion to draw attention away from the stolen warheads. While investigators focused on the catastrophic blast and assumed it was a terrorist attack, Kodoroff's team was able to transport the remaining warheads across borders disguised as a Red Cross vehicle.

The murdered Finance Minister was a moderate advocating for peace in Bosnia. After his assassination during the baptism, Dusan Gavric took his place in the Bosnian diplomatic delegation. Gavric was working with Kodoroff and sought revenge for his family's loss in the Bosnian war, planning to use one of the stolen warheads to bomb the UN headquarters.

Dusan Gavric planned to bomb the UN headquarters in New York City as an act of vengeance for the loss of his family during the Bosnian war. He blamed the international community for failing to prevent the genocide and wanted to strike at what he perceived as the symbol of global inaction.

Despite Julia Kelly's orders to ground all domestic flights, Gavric escaped using a diplomatic passport, which granted him immunity from security screening. This allowed him to smuggle the nuclear bomb into the US and bring it to New York City.

After learning that one warhead was missing and potentially heading to Iran via Azerbaijan, Julia Kelly ordered all domestic flights grounded to prevent the nuclear bomb from being transported into or out of the country. However, this measure proved insufficient as diplomatic passports granted certain individuals immunity from these restrictions.

Julia Kelly tracked Gavric to a parochial school where he was carrying a leaking nuclear device. When Gavric committed suicide rather than be captured, Kelly confronted the live bomb with seconds remaining and managed to disassemble part of it, preventing a catastrophic nuclear explosion though the device still caused significant damage.

Gavric took his own life when he realized his mission to bomb the UN headquarters was compromised. Facing capture by Julia and Devoe, and understanding that he could not complete his attack, he chose suicide over capture rather than surrender or explain his actions.

In Azerbaijan, US Special Operations forces attempted to intercept Kodoroff's truck transporting the nuclear warheads. During the ensuing firefight, Kodoroff was killed by US troops. However, the team discovered that one warhead had already been sent ahead with a separate operative before the interception.

Thomas Devoe was a former Army Ranger turned special forces officer who was brought in to assist Dr. Julia Kelly with the investigation. His military intelligence expertise proved crucial in deducing that the train collision was staged to cover the theft of the nuclear warheads, and he led the tactical operations to recover them.
