Former police officer goes undercover after his boxer friend is killed by thugs hired by mayoral candidate Dr. Rachel Larkin. Larkin leads a vigilante group of ex‑convicts called the Peacemakers, seeking her own brand of swift justice. The cop infiltrates the gang, aiming to gather evidence and dismantle her army from within.
