Kowloon, an undercover police officer, finishes his mission to arrest mafia boss Uncle after they engage in a violent fight at a hotel. The altercation is caught on video and posted online, sparking widespread backlash against Kowloon. His superior reassigns him to a remote police post in Yuen Long due to the controversy.

A series of murders targeting female police officers start happening in Kowloon's new jurisdiction. The police suspect a serial killer is behind the attacks, prompting Kowloon and his team to investigate the killings. The case becomes personal when Kowloon’s fiancée, Fong Ning, is murdered by the serial killer while using Kowloon’s trap setup.

Devastated by Fong Ning’s death, Kowloon resigns from the police force and begins a new life as an underground boxer. The trauma and loss weigh heavily on him, leading him to seek solace outside of law enforcement. He isolates himself, leaving behind his previous career in policing.

Years later, Chow tracks down Kowloon and informs him about a series of similar murders targeting policewomen in Macau. Recognizing the pattern and seeking revenge for Fong Ning, Kowloon agrees to join the investigation. Chow recruits him to collaborate with Macau police authorities.

Kowloon investigates one of the murder scenes and discovers a deflected bullet from a stolen Hong Kong police pistol, linking the case to his past circle. As the investigation unfolds, Kowloon notices he is being followed by a woman, and Chow’s team finds they are under surveillance.

The team identifies the woman tailing Kowloon as Lady, a renowned personal trainer in Macau, who is connected to Alexander Sinclair, a former soldier and boxer. They plan to monitor Lady during her visit to Hong Kong, suspecting her involvement in the murders based on intercepted calls revealing Sinclair’s nefarious activities.

When police raid Lady’s mansion, she fiercely resists arrest and fatally wounds Chow during the confrontation. The raid reveals her possible connection to Sinclair and the murders, escalating the tension between the police and the suspect.

Kowloon pursues Lady during a fight on a light rail, which ends with their collision and the derailment of the train. Lady dies in the chaos, marking her as a key suspect in the murders. The incident emphasizes the danger and the intense pursuit of justice.

Kowloon receives a package containing the body of Fong Ning, his fiancée, which intensifies his grief. Sinclair later confronts him, revealing his hatred for policewomen was rooted in a past fight with Kowloon and the death of his son in a car crash caused by police ridicule.

Kowloon and Sinclair engage in a brutal fight, with Kowloon gaining the upper hand. Sinclair then escapes by jumping out of a window, disappearing into the night, leaving Kowloon determined to pursue him further. The duel underscores the personal vendetta driving Kowloon’s quest for justice.

In a moment of desperation, Kowloon prays to the nine-headed dragon from his childhood, asking for its aid. Later, Sinclair attempts to fake his abduction of Wong, but Sinclair’s true intentions are revealed when he challenges Kowloon to a death match, leading to a supernatural intervention.

As Sinclair tries to escape on a speedboat, the nine-headed dragon responds to Kowloon’s prayer, blocking Sinclair and dragging him back ashore. Although witnesses do not see the dragon, Kowloon perceives its presence as a sign of mystical protection and believes in its aid.

Kowloon’s ultimate confrontation with Sinclair ends with Sinclair’s defeat and his vanishing into the night. The experience leaves Kowloon convinced of the dragon’s existence, providing a surreal yet spiritual closure to his quest for revenge and justice.
