The nation of Panem is situated in a post-apocalyptic North America, where a luxurious Capitol reigns over twelve impoverished districts. As a punishment for a previous uprising, each district must send one boy and one girl, aged between 12 and 18, to participate in the annual Hunger Games. This deadly event pits the tributes against one another in a fight to the death, with only one remaining victor who earns fame and riches.

In a twist of fate during her very first Reaping, 12-year-old Primrose Everdeen is chosen from District 12. In an act of bravery, her older sister Katniss (Jennifer Lawrence) steps forward to take her place. The other tribute from District 12 is Peeta Mellark (Josh Hutcherson), who has a past connection with Katniss, having once shared food with her during her hardest times. Meanwhile, Katniss's boyfriend Gail is fiercely opposed to the brutality of the games and feels that the only way to end them is if people refuse to watch.

Upon arriving in the Capitol, Katniss and Peeta encounter their mentor, the drunken former victor Haymitch Abernathy (played by Woody Harrelson), who provides them with essential guidance. He warns them about the trained "Careers" from Districts 1 and 2, who usually dominate the games. The stakes are high: minor items such as food, water, and fire can be a matter of life or death, and they must appeal to sponsors to secure these necessities.

In a harrowing turn, Katniss flees to the treetops to escape the deadly Tracker Jackers, assisted by a resourceful girl from District 11 named Rue.
