James “Jimmy” Cuervo, Edward Furlong, is paroled after serving a sentence for killing a rapist in a fight, and he starts a quiet life with his dog in a battered mobile home on the Raven Aztec reservation near Lake Ravasu. He dreams of beginning anew with his girlfriend Lily, Emmanuelle Chriqui, planning to propose and leave town for good, but Lily’s father, the pastor Harold, Danny Trejo, and her brother, the local cop Tanner, Dave Baez, stand in his way. This small-town tension becomes a stage for something far darker when a Satanic biker gang moves into the area.
Led by Luc Crash, also known as Death or Satan, and his fiancée Lola Byrne, Tara Reid, the gang is joined by Pestilence [Yuji Okumoto], Famine [Tito Ortiz], and War [Marcus Chong]. They murder Lily and Jimmy’s partner during a brutal rite in Lily’s pawn shop, aiming to awaken the Antichrist. The ritual involves stripping Lily of her blue eyes to grant Lola precognitive powers and severing Jimmy’s heart, then dumping the bodies in an old freezer.
The Crow appears and revives Jimmy, who discovers a new invincibility after a failed suicide attempt. He moves Lily’s body to her bed so it can be found, while Tanner and Harold discover the body and assume Jimmy killed Lily.
On the night of the annual Rave N Fest, Jimmy dresses in a gothic costume and makeup from a previous year. Luc, Lola, War, and Famine interrupt a chapel wedding to confront Moses, Richard Cumba, a former criminal turned priest, in a bid to derail the ritual. Cuervo tracks Pestilence to a bar, where he electrocutes Pestilence with a bug zapper and snaps his neck. He then seizes the hearse carrying Lily’s body and buries her near the tree where they carved a love symbol. Jimmy arrives at the chapel to save Moses, then heads to a casino and kills Famine in front of Luc. During a brutal clash with Luc, Lily sees the Crow and warns Luc that Jimmy’s power has returned. Luc hurls an axe at the Crow, making Jimmy momentarily vulnerable. Tanner finds and accuses Jimmy, but Jimmy telepathically reveals the truth.
Luc and Lola go to Iniquity, a church taken over by their Order, to witness El Niño perform the marriage as part of the ritual to summon Lucifer. El Niño, Dennis Hopper, agrees to officiate in exchange for a book Lola stole, while Proud Foot Joe, the hearse driver, is held hostage by their grip. Outside, Harold, Tanner, and a group of men prepare to intervene. El Niño completes the ceremony as Jimmy enters the church. Luc, now a host for Lucifer, telekinetically hangs Jimmy from a cross, while Lola kills El Niño. Luc and Lola depart for a nearby graveyard to finish the ritual before sunrise, but Luc’s ego—driven by his need to stare into Lola’s eyes—complicates the process.
Harold, Tanner, and the others free Jimmy, who tells them the Crow is dying. To heal the bird and restore Jimmy’s powers, Harold performs the Crow Dance. Weakened but resolute, Jimmy goes to the graveyard where the revived crow returns and his invulnerability is restored. As dawn breaks, Jimmy defeats Luc by impaling him on a wooden spike and slitting his throat. Lola, blinded, prays to the Virgin Mary in vain; Harold steadies himself to shoot Lola, but Tanner stops him and Lola is arrested. In the end, Jimmy’s spirit reunites with Lily in the afterlife as he presents her a ring, closing their story with a quiet, hopeful grace.
