Aaron Cross participates in Operation Outcome, a covert initiative by the U.S. Defense Department. This program aims to enhance the capabilities of operatives with performance-enhancing pills known as 'Chems.'

Cross is assigned a training mission in the harsh wilderness of Alaska. He must navigate treacherous terrain to reach a secluded cabin, testing his skills and endurance.

Upon reaching the cabin, Cross encounters exiled operative Number Three. Number Three reveals that Cross has shattered the previous mission record by two days, highlighting Cross's exceptional abilities.

An investigation into the Blackbriar and Treadstone programs is initiated by the FBI and the U.S. Senate Select Committee on Intelligence. This inquiry involves key officials, including CIA Director Ezra Kramer and Deputy Director Pamela Landy.

To handle the fallout from the investigation, Kramer recruits retired Colonel Eric Byer. Byer uncovers incriminating footage online involving the main researchers of Treadstone and Outcome, propelling him to act.

Byer orders a drone strike on the cabin where Cross and Number Three are located. This drastic measure aims to eliminate any witnesses and protect classified operations from exposure.

Cross narrowly escapes the missile strike by using quick improvisation. He employs a thermal blanket to evade the drones, demonstrating his resourcefulness and survival instincts.

Realizing he is now a target, Cross removes a tracking device from his body. To ensure he is not located easily, he feeds the device to a wolf, showcasing his cleverness and survival tactics.

Cross and Shearing's desperate run leads them to Manila. Here, they seek the viral 'stems' that produce the Chems, crucial for Cross to break free from his dependence on the drugs.

In Manila, the pair faces a series of high-stakes confrontations as Byer continues his relentless pursuit. Their audacity and quick wit enable them to narrowly escape multiple threats from super-soldiers.

A brutal chase ensues involving law enforcement and operatives hunting Cross and Shearing. Their resilience is tested as they fight for survival against overwhelming odds.

The film concludes with Cross and Shearing escaping on a boat. This symbolizes a new chapter in their lives and underscores their hard-fought hope for freedom from the chaos surrounding them.
