Congressman David Norris (Matt Damon) is on a quest to secure a position in the United States Senate. Unfortunately, in 2006, his campaign takes a hit following the revelation of an embarrassing college photograph. During a moment of solitude in a hotel bathroom where he is rehearsing his concession speech, he unexpectedly crosses paths with a mysterious woman hiding in a stall. She inspires him to embrace authenticity. Their mutual attraction is undeniable, leading to a brief but passionate kiss before David heads out to deliver his speech. Driven by her encouragement, he strays from the script, opting for a candid speech that catapults him into the hearts of voters, making him a frontrunner for the 2010 Senate election.

As he navigates his political aspirations, a shadowy figure is observed on a park bench receiving orders to sabotage David’s morning by ensuring he spills coffee on himself by 7:05 AM. Unfortunately, the man falls asleep on the job. Later, during his commute, David encounters Elise (Emily Blunt), the enigmatic woman from the bathroom, who shares her phone number with him. Eager to impress, David arrives early at his principal workplace, only to find his boss in a peculiar state, being examined by strange men in suits. These figures chase after him with relentless determination. He soon learns he has crossed paths with the Adjustment Bureau, an enigmatic group tasked with overseeing the course of his life as orchestrated by a figure referred to as “the Chairman.” He is warned that if he spills their secrets, he will be “reset,” leaving him with no memories of anything, including Elise. Conclusively, the Bureau’s intention is clear: David must forget about Elise, as their fated meeting was only meant to happen once.

Three years pass, during which David makes a daily pilgrimage on the same bus, yearning for another encounter with Elise. Finally, fate intervenes, and they reestablish their connection. However, the Bureau is determined to obstruct their blossoming relationship, manipulating their schedules to keep them apart. David is relentless in his pursuit to be with Elise, as he defies the Bureau’s manipulation. The Bureau employs mysterious doors, allowing them to traverse across New York City in the blink of an eye. As revelations unfold, Richardson, a member of the Bureau, indicates that David and Elise’s connection was originally part of an alternative plan, leading Harry—David’s assigned caseworker—to ponder whether the scheme crafted by the Chairman is infallible.

During a heartfelt evening at a party, David confides in Elise about his motivations for pursuing a political career. Their bond solidifies further, culminating in an emotional night together. As they grow closer, the Bureau sends out Thompson, a higher authority within the Bureau, to intervene. In a shocking confrontation, David passionately argues for the right to control his destiny. After a tense standoff, David storms off to support Elise at her upcoming ballet performance. In a cruel twist, Thompson uses his power to injure Elise, triggering David’s anguish as he grapples with the implications of his dreams against the threat of hurting her further. Overwhelmed, he chooses to abandon her at the hospital.

Fast forward eleven months, David is back in the political arena when he discovers the distressing news of Elise’s upcoming wedding. Stricken by guilt about his earlier decisions, Harry reaches out to David, disclosing the exaggerations surrounding the consequences of his love for Elise. Empowered with new knowledge, he learns how to manipulate the Bureau’s doors to stop the impending nuptials. David finds himself confronting Elise in the courthouse bathroom just before she is to wed. Despite her initial anger at him for leaving, she is astonished when David shares the truth about the Bureau. In a heart-pounding chase throughout the city, they find themselves on Liberty Island where David resolves to confront the Chairman himself.

Despite her reservations, Elise ultimately chooses to stand by David’s side. As the couple breaks into the Bureau headquarters, they are pursued across the premises until they find themselves cornered on a rooftop. In a moment of pure vulnerability, they profess their love for one another, bracing for the worst. To their astonishment, the Bureau agents suddenly vanish as Thompson appears but is quickly dismissed by Harry. The duo learns that the Chairman has rewritten their story, granting them the freedom to be together at last.
