In the quirky town of Spurbury, Vermont, we meet four dedicated state troopers: Lieutenant Arcot Ramathorn, 'Rabbit' Roto, 'Mac' Womack, and Carl Foster. They are known for overseeing a long stretch of highway while engaging in playful rivalry with the local police department.

Despite being cautioned about their station's dangerously low productivity levels, the troopers find more joy in playing elaborate pranks on motorists. This indicates that their focus has shifted from serious policing to mischievous antics, mainly centered around their colleague, Rodney Farva.

The troopers receive a call about an abandoned Winnebago on the roadside, but upon arrival, they find the local police, led by Chief Bruce Grady, have taken control of the scene. This encounter escalates into a chaotic brawl, during which a murdered woman's body is discovered inside the RV, setting off a chain of events.

The body of the murdered woman exhibits a tattoo of a monkey, piquing the troopers' curiosity. This detail becomes crucial as they later conduct a routine traffic stop that uncovers a stash of marijuana marked with similar monkey stickers, hinting at a deeper connection to the crime.

Despite the important findings they made, Chief Grady dismisses the troopers' concerns about the marijuana discovery. This refusal to collaborate becomes a key point of rivalry between the state troopers and local police, further fueling their playful antagonism.

While developing a romantic connection with Spurbury officer Ursula Hanson, Foster uncovers hidden bundles of monkey-decorated marijuana in the impounded Winnebago. This critical find leads the troopers to devise a plan to showcase their bust during a visit from the governor, highlighting their instincts and embarrassing the local police.

Following his return from suspension, Farva's first day back on duty leads him to partner with Ramathorn. However, things quickly spiral out of control when he is arrested for a violent altercation at a restaurant, escalating the tension between him and the other troopers.

Chief Grady attempts to recruit Farva as a spy against the troopers following his arrest, hoping to gain an advantage in their ongoing conflict. Farva, however, resolutely declines the offer, showcasing his loyalty to his fellow troopers despite their rivalry with the local police.

As the day of the governor's visit approaches, Ramathorn and Foster finalize plans to present their marijuana discovery. Unfortunately, upon arrival at the press conference, they find that Chief Grady has already claimed credit for the bust, stirring blame and complicating matters.

Amid the chaos, it comes to light that Farva has been playing both sides, donning an improvised Spurbury uniform to mislead the troopers and gain information for Chief Grady. This discovery escalates tensions among the troopers as they realize they have a traitor in their midst.

In retaliation for Farva's betrayal, the troopers celebrate boisterously at Chief Grady's home, ultimately confronting him with their antics. This moment solidifies their camaraderie, as they refuse to let corruption win and assert their team's unity against their local rivals.

The conflict peaks when the troopers confront an armed Farva, who chastises them for their behavior. Captain O'Hagen steps in to de-escalate the situation, imploring Farva to recognize the importance of their collective efforts against the drug smugglers.

The search leads the troopers to a nearby airfield, where they discover a plane from Canada offloading marijuana, implicating the local police in the drug trade. This shocking revelation ignites a massive brawl between the troopers and the corrupt officials, culminating in several arrests.

Months later, Captain O'Hagen receives a letter of gratitude from the governor, praising their efforts in uncovering the corrupt practices. Despite their success, the letter also informs them of their station's impending closure, marking a bittersweet end to their struggles.

Relegated to new roles as deliverymen, Ramathorn and Rabbit are tasked with transporting beer to a college party. As the underage partygoers celebrate, the deliverymen reveal their true identities as Spurbury officers, indicating their continued dedication to upholding the law under changed circumstances.
