In Dragnet’s brisk, satirical crime story, the old-school world of a steadfast detective collides with a flashy, modern mindset. LAPD Sergeant Joe Friday’s nephew and namesake, whose anachronistic views reflect those of his late uncle, is involuntarily assigned a cocky, streetwise new partner, Pep Streebek. At first, their styles clash: Friday disapproves of Streebek’s attitude, hair, and wardrobe, while Streebek pushes back with a swagger that feels almost theatrical. Yet as they dive into a string of bizarre thefts—from stolen magazines to a broader conspiracy—their differences gradually give way to a reluctant teamwork built on mutual respect.
The case takes a strange turn when one of the major stolen items is the entire print run of Bait, a lurid pornographic magazine published by Jerry Caesar. The investigation widens as they uncover a moral crusade led by the enigmatic Reverend Jonathan Whirley, who campaigns against Caesar’s business. The trail leads them to a clandestine cult calling itself P.A.G.A.N.—People Against Goodness and Normalcy—and to Emil Muzz, Caesar’s limousine driver who becomes a key insider. Under interrogation, Muzz reveals when and where a secret PAGAN ceremony will take place, prompting Friday and Streebek to infiltrate the gathering disguised as members. Inside, they witness a masked leader invoking the stolen materials in a ritual that builds toward a virgin sacrifice.
When the ritual culminates, the leader hurls Connie Swail into a perilous water pit and sinks her fate with an anaconda. Friday and Streebek spring into action, disrupting the ceremony, rescuing Connie, and subduing the snake, then reporting the incident to Captain Bill Gannon. But the next day, with Gannon and the politically connected Police Commissioner Jane Kirkpatrick present, no evidence remains to be found, and Kirkpatrick pulls Friday and Streebek off the case. The setback complicates their pursuit, as Kirkpatrick’s political ambitions appear to be aligned with Whirley and Caesar’s interests.
A new lead arrives when Streebek uncovers a stash of chemicals that could be used to mass-produce a toxic gas. What seems like a warehouse raid turns out to be a red herring: the materials are hidden next door to an ordinary milk factory. With few leads, Friday and Streebek turn their attention to a social dinner—a birthday gathering at a Brown Derby for Friday and his grandmother—where Connie unexpectedly joins them. There, Connie recognizes Whirley as the P.A.G.A.N. leader, having seen his true face during the earlier robbery. Friday attempts to arrest Whirley, but Kirkpatrick, still pulling strings behind the scenes, overrides him and suspends the detective, while Gannon orders Streebek to stay away from Whirley.

Streebek succeeds in arresting Muzz, and Caesar, grateful for the interruption, praises Friday’s work. With the immediate danger halted, Gannon reinstates Friday and returns his badge, allowing the veteran detective to pursue Whirley to the next stage of justice.
The pursuit culminates at an airport where Whirley briefly partners with Kirkpatrick, then abandons her and escapes with Connie as a hostage. The final confrontation unfolds aboard a police jet, where Friday forces Whirley to land.
