In the small town of Las Playas, a troubling situation is unfolding as toxic waste is being illicitly dumped into the local lake. Initially, the barrels seemed to offer a flawless containment system, promising to remain leak-proof for 150 years, but unexpectedly, they have begun to corrode and release their harmful contents into the once pristine waters. The nefarious plot is orchestrated by corrupt businessman Maxwell Potterdam III, played by John Getz, who is working hand-in-hand with Jack Berger (portrayed by Darrell Larson), a city councilman that is more interested in his own interests than the health of the community.
Despite the bribes offered by Max to keep him silent about his unethical disposal practices, Jack finds himself feeling doubly betrayed when the barrels start leaking. Believing that he has been double-crossed, Jack threatens to blow the whistle on Max’s operations just as Max prepares to shift his unlawful activities up North in two days’ time. Complicating matters, Jack manages to record a conversation that could serve as crucial evidence against Max, but as coincidence would have it, his campaign manager, Susan (played by Leslie Hope), mistakenly takes the tape away before he can deliver it to his ally, Captain Dalton (Troy Evans), who is covertly in league with Max.
Simultaneously, we are introduced to Carl Taylor and James St. James, a dynamic duo of garbage collectors whose mischief constantly ruffles the feathers of the local law enforcement, especially Officer Mike (John Putch). Their antics, while troublesome, stem from a dream to open a surf shop on the coast, and in their free time, the two resort to spying on their neighbors through a telescope and passing time firing at targets with a pellet gun. One evening, their curiosity leads them to observe Susan, who they find in a compromising situation with a suspicious man. Fueled by a sense of justice, Carl takes matters into his own hands and shoots the man with his pellet gun, not knowing that their actions are about to have devastating consequences.
As expected, events spiral out of control when they stumble upon the aftermath of Jack Berger’s tragic demise—a consequence of their earlier interference. Now, Jack is dead, and the irony is palpable as they realize the man Carl shot was actually the councilman. Their nerves are further frayed when their new supervisor, Louis (played by Keith David), enters the chaos, insistent on maintaining order despite their frantic state. Louis, a no-nonsense Vietnam veteran, believes he can take charge while explaining to Carl and James how to navigate the situation at hand.
As the plot thickens, Max sends two hired assassins, Biff and Mario (portrayed by Hawk Wolinski and John Lavachielli, respectively), to retrieve the stolen tape. This culminates in an exhilarating sequence of events that include kidnapping, bizarre escapades involving a pizza delivery guy, and unforeseen mishaps as Carl and Susan become unwitting targets in a game that pits them against both the corrupt businessman and his brutal henchmen.
Overcoming a series of obstacles, Carl, with the help of James and Louis, manages to challenge the antagonistic forces of Potterdam’s establishment. A climax that gloriously blends comedy and action ensues, delivering a unique resolution where the group confronts their enemies, leverage their own creativity, and finally serve poetic justice by delivering Max to the very toxic waters he had so callously exploited.
