Two rival gangs—the Tigers and the JPs—cling to a fragile truce that shatters after a day at school when the JPs, led by Spider, Jude Gerard Prest, launch a brutal ambush on the Tigers. Max, the Tigers’ wary leader, makes it clear that the peace is only as strong as the streets allow, but Spider bluntly asserts that the turf belongs to them now. In the chaos of the melee, the Tigers lean on Charlie, a skilled martial artist, Joon B. Kim, to hold the line, yet Spud is fatally stabbed by Spider, deepening the rift. Later, Priest, Jeff Rector, is released from prison alongside Tok, Hwang Jang-Lee — a mute fighter who saved Priest and has become his most trusted ally. Returning to their hangout, the Tigers learn that Spider broke the truce, and the two leaders clash to settle the score, with Priest reclaiming the helm.
Reeling from Spud’s loss, Max struggles to cope at a local warehouse, where his friendship with the manager, Troy, David Homb, offers a steadier anchor. Max talks about an upcoming school dance and the promise of introducing his girlfriend to a friend of hers. That girlfriend is Marie, Deborah Newmark, who works at a clothing store with Julie, Katherine Armstrong. Marie invites Julie to the dance, hoping to facilitate a connection with Troy. At the event, Julie meets Charlie’s circle and is asked to dance by Troy, while Priest’s looming presence—revealed as Julie’s ex-boyfriend—casts a shadow over the night. A brutal confrontation erupts as Tok demonstrates his mastery, and the night ends with a portrait of resilience: Charlie and Troy form an unlikely friendship, and Charlie begins to see that Troy might have what it takes to defend himself.
As the war escalates, Charlie brings Troy to his uncle and martial arts mentor, Han, Chong Jun, who agrees to train them in taekwondo for self-defense. The trio—Max, Charlie, and Troy—find themselves hunted by the JPs during a tense day out, nearly overwhelmed until they leap from a bridge onto a freight truck, a reckless move that only hardens the conflict. Priest renews the war to reclaim Julie, and Julie, drawn to Troy, opens up about a violent past and her ex’s brutal history, with Priest revealed to be Victor Sandoval. Han recognizes the Tigers’ genuine intent to restore peace and agrees to coach them, believing they can make a difference.
Nightfall brings a cruel turn: Marie is kidnapped by Priest, who orchestrates a gang assault on her. After a night of renewed training, Charlie’s life is cut short when Tok arrives and kills him, prompting Troy and Han to vow to end the JP threat. The battle resumes with heavy casualties on both sides as Julie is abducted again and taken to an abandoned warehouse. Armed with new skills and weapons, Troy presses forward to rescue Julie while Han battles Tok to avenge Charlie. In a devastating blaze of violence, Spider and Max tragically shoot it out in the fray, and Marie bears witness to the carnage. Han defeats Tok, Troy finally overpowers Priest, and Julie is freed. Priest, waking with an axe raised toward Han, Troy, and Julie, is stopped when Marie fires a shotgun, ending Priest’s reign. The war ends, the streets are momentarily safe, but the cost is measured in lives and scars carried by those left standing.
