Storm

A top-secret weather experiment launches a generator into a developing storm off the Florida coast. The cargo plane is struck by lightning and destroyed, plunging control of the storm into uncertainty. Within hours the storm becomes Hurricane Andrew and devastates Miami, with the full details buried after the disaster.

Ron Young and Dr. Brian Newmeyer attempt to steer a storm using a generator towed by a small airplane. The test succeeds in altering the storm's path, but the operation violates airspace rules and nearly causes an incident. Afterwards, Ron faces professional consequences as his license is revoked.

Tom Holt offers Ron a position with Zephyr Weather Dynamics in Los Angeles, acknowledging it as a fresh start. Ron is reluctant to relocate but accepts the offer, while Dr. Newmeyer stays behind. This marks the beginning of Ron's new involvement with the project.

Ron meets General James Roberts, who has revived the weather control project. He is introduced to team members: Dr. Daniel Platt and Major Tanya Goodman, who flies the C-123. The new team prepares for a fresh attempt at steering storms.

Ron grows suspicious of the operations and contacts Brian for information about the project’s people and intentions. He learns Zephyr Weather Dynamics is a continuation of Roberts' failed project. The stakes and secrecy become clearer.

Ron helps develop the software for an improved storm generator. The team prepares to launch it into a West Coast weather front to generate a hurricane and steer it toward Mexico. The mission underscores the covert nature of the operation.

The hurricane is generated and initially controlled, but contact with the generator is lost. Dr. Platt is sent aloft to re-establish the link and, upon success, chooses to steer away from the Mexican coast. Roberts orders Platt's execution, and his death leaves the hurricane on a track toward Los Angeles.

Ron discovers Roberts's plan and secretly shares data with Brian and Andrea McIntyre, a weather reporter in Los Angeles who had dated him. He hopes to expose or counter the covert operation.

Major Tanya Goodman invites Ron to dinner; they drink and Ron falls asleep. The next morning Brian’s wife informs him that Brian died in a car accident and the police suspect Ron.

Ron escapes the facility and infiltrates Zephyr, where Holt is revealed as a rogue CIA agent who staged Brian’s death and framed Ron for a hit-and-run. He is brought before General Roberts to account for the ruse.

Roberts outlines his intention to destroy Los Angeles using the generator and asks Ron to help recover it. Ron agrees to resist but remains wary of the plan's consequences.

Ron boards a plane piloted by Major Goodman to locate the generator and shut it off manually. He manages to override the control and disable the device.

Roberts orders the generator to be released again and steered toward Mexico. Ron refuses, and Holt and Major Goodman assault him. The plane collides with the storm generator, destroying the plane and the device.

Ron bails out with a parachute and lands safely away from the catastrophe. He is reunited with Andrea, who reports from a nearly saved Los Angeles.
