The film opens at a busy shipyard where detective Bennie Chan discovers his partner Yung wired with a bomb. Nine years earlier, Bennie, along with his colleagues Leslie and Esmond, begins investigating Victor Wong, suspected to be the crime lord known as the Matador. Their chase leads them to Handsome Willie, Wong's lieutenant, and chaos erupts as Bennie's team unintentionally causes significant damage during the operation.
