Sung Min-chan, head pastor of a small church, discovers his wife is cheating with their personal trainer. He also learns a new megachurch is being built nearby and that the bishop may pick him to lead it, thanks to his recruitment. Yet the bishop's son is the favored choice due to nepotism, sowing resentment.

A pedophile on parole, Yang-rae, enters the church and eyes a young girl member. Min-chan notices an ankle monitor on Yang-rae and grows suspicious that he poses a danger.

A frantic call from his wife reveals their son is missing, prompting Min-chan to fear Yang-rae might be involved. He begins researching Yang-rae's criminal history to gauge the threat he poses.

Min-chan stakes out Yang-rae's residence and finds digging tools in plain sight, hinting at a violent plan. The ominous discovery drives him to follow the case more closely.

He follows Yang-rae's van to a secluded forest area and confronts him, only to find the van empty and the ankle monitor disposed. In the ensuing struggle, Min-chan shoves Yang-rae off a hill, and he crashes, hitting his head on a boulder.

His wife later calls to report that their son is safe at a friend's house. In the wake of the confrontation, Min-chan experiences a flash of what he believes is a divine sign, reinforcing his sense that God has ordained punishment.

Lee Yeon-hee, a homicide detective whose sister was raped by Yang-rae and subsequently committed suicide, is assigned to locate the missing church girl. Her personal tragedy fuels a relentless pursuit of the truth.

The Bishop learns of his son's affair and decides to pass over Min-chan for promotion, dampening his hopes of leadership and heightening his conviction that he is chosen by God. The setback intensifies the spiritual fervor driving his actions.

Min-chan and his wife travel to a countryside nursing home for a religious event, only to realize Yang-rae has survived the fall and made it there for treatment. He appears the moment the couple arrive, confirming the danger still lingers.

Min-chan abducts Yang-rae from the nursing home and tortures him, insisting that he will reveal the kidnapped girl if he is tortured enough. Yang-rae asserts he kidnapped the girl but refuses to disclose the location, using it as leverage.

Yeon-hee uncovers the place where Yang-rae is being imprisoned but is knocked out by Min-chan during a confrontation aimed at stopping him. The moral panic escalates as Yeon-hee fights to avert the planned atrocity.

Yang-rae tries to escape but falls to his death from a building, leaving a clue about the girl's whereabouts for Yeon-hee to follow. Min-chan's unyielding certainty that the punishment is deserved deepens as the mystery tightens.

Min-chan is arrested and, during interrogation, justifies his actions as divine will, while his mental state is revealed to lean on pareidolia and apophenia. He maintains that he has followed God's order, regardless of evidence.

Yeon-hee deciphers Yang-rae's clue and locates the kidnapped girl imprisoned in Yang-rae's old home, rescuing her just before the building is demolished. The case closes with a grim reckoning of faith and justice.

In prison, Yeon-hee informs Min-chan that the girl is safe, but he rejects the truth. He cleans a dark spot on the wall and, seeing a portrait-like impression, imagines a constant Jesus gaze on him.
