In Spain, Sanjay enlists help from a Visakhapatnam MLA to persuade liquor baron Deva to clear a slum area that could be used for the Vizag International Airport, a move meant to boost the value of the adjoining land owned by him. Deva refuses, setting the stage for a tense standoff between power and opportunity.

1990 in Visakhapatnam, [Deva] and his friends run a parallel world where movie tickets are sold on the black market. He falls for Gita, a romance that will complicate the path ahead. When a prohibition on alcohol is announced in 1995, Deva pivots into the illegal liquor business, smuggling from Orissa into the city and neck-deep in a clash with another ruthless liquor magnate and MLA, Simhachalam.

After six difficult months in prison for the smuggling operation, Deva and his gang are released and retaliate by raiding a consignment of liquor belonging to Simhachalam. A power struggle ensues as Deva uses bribery to tilt officials who had once served Simhachalam, turning the tables decisively. In a brutal counterstrike, Simhachalam murders Deva’s friends and engineers a bomb attack that kills his wife Gita just hours after she gives birth to Sahasra. Fueled by vengeance, Deva wipes out Simhachalam’s associates and dismantles his criminal empire while Simhachalam retreats into hiding.

In the present, Deva and his young daughter Sahasra grow close to Geetha, a doctor who becomes a trusted companion. During a mall outing with Sahasra and Geetha, an assassination attempt on Deva is mounted by Sanjay, who has allied with Deva’s rivals in Spain and is aided by Simhachalam. Geetha and Sahasra are kidnapped by Simhachalam in Deva’s absence, prompting him to fly back to Visakhapatnam to confront the situation.

What unfolds is a deadly revelation: Deva discloses that he found and murdered Simhachalam ten days after the latter went into hiding, and that the man posing as Simhachalam and orchestrating the scam is actually Deva’s right-hand man Suri. Suri confesses that his thirst for power and jealousy over Deva’s ascent fueled his betrayal. Suri’s henchmen turn on him, proving they actually work for Deva. In a final, brutal confrontation, Deva eliminates Suri, Sanjay, and the Home Minister, and then returns to Spain to resume his reign.
