In 2009, Ryan Varrett, then a Dallas policeman, watches his wife Constance and their 9-year-old son Matt be killed by a gang. He survives the assault and kills three of the gang members who attacked them. The experience drives him to resign from the Dallas police and hit the road to hunt everyone responsible.

Ryan leaves Dallas with a singular purpose: to track down the remaining members of the gang and those who aided them. He travels the country, following leads that slowly bring him toward a new target and a new town. His quest consumes him as he wanders, never stopping to rest.

After eliminating the rapist Dale James Burrows, Ryan ends up in the small town of Hope, Washington. He begins to see how the Circle's grip controls the town and how danger follows him. The encounter foreshadows a larger war to come.

In Hope, Ryan meets Kirby, a gas station owner who directs him to a hotel run by Darcy. Darcy is wary but offers help as Ryan begins to piece together who controls the town. Their fragile alliance marks the start of Hope's resistance against the Circle.

Ryan learns that Rex Ray Salgado, a Circle member, dominates Hope along with his brother Drayke. The Circle's drug and arms operations are fueling the town's violence, while Sheriff Cole remains in Drayke's pocket. The stage is set for a broader confrontation.

Ryan kills Rex Ray Salgado, triggering Drayke to declare war on him. The Circle's grip tightens as Drayke consolidates power, and Darcy and Kirby become more exposed to danger. The town braces for a coming battle.

Crab, Drayke's right-hand man, kills Kirby, and Sutton arrives in town to assess the situation. Sheriff Cole tries to calm tensions by appeasing the biker gang, hoping to protect Hope from further bloodshed. The fragile peace begins to crumble as violence escalates.

Ryan defeats Drayke's goons by night, burning Crab and ending the biker's breach of order. More bikers descend on Hope, kidnapping Darcy and leaving Ryan battered and enraged. The town's last shreds of safety vanish in the growing war.

Deputy Hedge reveals the Circle's long-standing role in protecting Hope before Drayke's rise. He explains how Drayke started arming the gang and how Rex introduced meth recipes that fueled their profits. The town learns that the conflict is years in the making.

In the next day, Drayke's men bring Darcy into a room where she is restrained with tape over her mouth. Ryan is forced to confront his fate as he advances toward Drayke's headquarters. The stage is set for a decisive confrontation.

Ryan is restrained on a ferry boat but breaks free, fighting his way through Drayke's men. He defeats Prospect and reaches Darcy, who is tied and gagged elsewhere on the boat. The tide of the battle shifts in Ryan's favor.

Deputy Hedge discovers that Sheriff Cole has killed himself. The shock propels Hedge to team up with Sutton to pursue Drayke and protect Hope. The town's leadership is suddenly up in the air.

With Cole dead, Hedge and Sutton set their plan to go after Drayke. Hedge is named the new sheriff and begins coordinating the town's resistance. The chase for Drayke becomes a concentrated effort.

Ryan remembers Drayke's presence at the attack on his family, confirming Drayke's role. The two confront each other and engage in a brutal fight aboard the ferry. Sutton fires the fatal shot that kills Drayke.

Darcy decides to stay in Hope and rebuild, while Sutton chooses not to arrest Ryan. Hedge remains in charge as the new sheriff, and Ryan leaves town with a promise to send Darcy a postcard informing her of his whereabouts.
