During his crime-fighting duties in Karachi, Inspector Gulab asks D.I.G. Babar to stop his promotion so he can continue collecting bribes under him. Gulab works for Rana, a corrupt politician who owns a lion at his place. This initial demand sets up the power and corruption that drive his early actions.

Gulab encounters Jia when her cell phone is snatched while she rescues pets. He recovers her phone and, drawn to her, starts gifting her pets to win her trust. He struggles to control his obsession, even as he loses track of a hamster Jia keeps.

Gulab continues to threaten common peddlers to clear room for VIPs who have bribed him. Much of the bribe money is kept in a secret locker at Rana's place, while Gulab pockets some for himself. This deepens the corruption that underpins the entire plot.

Gulab's father, Munir, discovers that bribes are stored at Gulab's house. He dies in pain, having taught Gulab to respect Muhammad Ali Jinnah twenty years earlier. Gulab's focus on Haram income clashes with his father's values, setting up a moral crisis.

Jinnah's portrait starts disappearing from Pakistani rupee notes, confirming what Gulab's team suspected about Haram income. They notice missing portraits on notes tied to Babar and Rana, suggesting the currency itself is tainted. The growing sense of fake money heightens tensions around corruption.

Jia's anger over Gulab's deeds forces a reckoning, and Gulab resolves to change. He returns the bribe money with an apology note based on a list his team prepared. The gesture signals a potential turning point in his personal and professional life.

Gulab publicly beats an officer for misbehaving with a peddler, a bold act that sparks controversy. The incident tests his new resolve and stirs public debate about corruption and authority. It marks a dramatic shift in how he wields power.

Gulab proposes that Babar and Rana apologize to Jinnah at Mazar-e-Quaid, but Rana refuses and demands a bill to remove Jinnah's portrait or switch to US dollars. Public protests rise against this act and against owning a jungle lion, with Jia leading the animal-rights demonstrations. The city becomes a battleground for reform and resistance.

Gulab seeks warrants against Rana as he discloses the bribes. When Rana resists, Gulab breaks in following Jia's complaint, and the lion is handed over to the police to be moved to the jungle. The confrontation accelerates the showdown between Gulab and Rana.

Rana tries to escape by burning his house and alerting Babar. Gulab recovers all the money from Rana's private jet and orchestrates a scene where wealth rains down on the city as orders are executed. The climactic moment tightens the noose around Rana's corrupt empire.

Gulab appears to drown with the jet at Clifton Beach, Karachi, but is revived. He confronts Rana and slaps him as the corrupt man is arrested and de-routed by the police. The closing confrontation seals Gulab's transformation and Rana's downfall.

With the case resolved, Jinnah's portrait reappears on Gulab's salary for the first time in a while. He feels that his father and the Father of the Nation are happy with his reform and accepts the promotion. He and Jia express love and plan to marry, signaling a hopeful future.
