Psycho-Pass: Providence

In January 2118, a vessel guarding Professor Stronskaya is attacked by the Peacebreakers, a paramilitary group. One operative, Kai, murders Stronskaya and searches for her research papers, the Stronskaya papers. Shinya Kogami attempts to intervene but is intercepted and fails to stop the attack.

Kogami is attacked by a brainwashed SAD agent during his investigation, illustrating the pervasive influence of the Peacebreakers and the chaos they cause. Despite his efforts, he is unable to prevent the agent from interfering with the mission.

Inspector Tsunemori and Shindo arrive in Tokyo to address the Peacebreaker incident while also facing political pressure regarding the potential dissolution of Japan's Ministry of Justice due to Sibyl System's expansion plans. They are briefed on the attack and its implications.

Chief Kasei orders a joint PSB and SAD task force to recover the Stronskaya papers. Tsunemori's team learns that Stronskaya sent a last-minute message to Joji Saiga, hinting at her last wishes and hidden information.

The Peacebreakers attack the PO box, revealing their ability to display superhuman resilience and brainwash SAD agents. Saiga is killed, and Yabuki is captured, while Kai reveals himself as an undercover SAD agent and leaves clues about their hideout.

Kogami and Ginoza infiltrate the Peacebreakers' hideout to rescue Director Yabuki. They confront Kai (Akira Vasily Ignatov), who reveals insights about the cybernetic 'Divider' implant and Stronskaya's plans for her research.

Akira explains that Stronskaya organized her own death to protect her research and reveals that her work could allow the Sibyl System to control warfare. He chooses to sacrifice himself when Tonami attempts to take control remotely, asking Shindo to care for his brother Kei.

Shindo returns the Stronskaya papers to the Sibyl System in exchange for safeguarding his son, Arata, from being integrated into Sibyl. This decision marks his moral dilemma between justice and survival.

Tsunemori teams up with Kogami, Ginoza, and Hanashiro to launch a daring raid on the Peacebreakers' island. They aim to prevent the rogue group from gaining sovereignty and to stop their plan for global expansion.

Tsunemori confronts Tonami and the rogue medical AI, the General, which is an offshoot of the Sibyl System. Despite being injured, she destroys the AI by connecting Sibyl to it using her Dominator, risking her life in doing so.

Tsunemori, having completed her mission, extends her efforts to challenge Sibyl's influence by shooting Chief Kasei at her inauguration, which is seemingly impossible under the system. She is subsequently taken into custody, signaling her defiance.

Kogami vows to her that he will work to free Tsunemori from her incarceration, highlighting their ongoing struggle against the oppressive control of the Sibyl System and the moral ambiguities faced.
