In the year 2118, a tense and dangerous incident unfolds when a vessel from Japan’s Ministry of Foreign Affairs is attacked while guarding Professor Milicia Stronskaya. During the assault by a paramilitary group known as the Peacebreakers, Stronskaya is murdered by one of the operatives, Kai, who is actively searching for her groundbreaking research—the Stronskaya papers. The attack is quickly interrupted by Shinya Kogami, a dedicated investigator from the Foreign Affairs’ Suppressing Action Department (SAD). Despite his efforts, Kogami is ambushed and attacked by a brainwashed SAD agent, leaving him unable to prevent the Peacebreakers from escaping with the critical papers.
Meanwhile, in Tokyo, Akane Tsunemori, an inspector with unwavering resolve, grapples with an internal conflict surrounding the possible dissolution of Japan’s Ministry of Justice. This political upheaval arises due to the Sibyl System’s ambitions to extend its influence overseas, sparking debates about justice, control, and autonomy. News of the attack on the Ministry vessel and the disappearance of the papers prompts Tsunemori and Atsushi Shindo, the Chief of the Immigration Bureau, to investigate the wreckage firsthand.
Chief Kasei of MWPSB quickly directs Tsunemori to leave the case to Frederica Hanashiro and the SAD, who are tasked with retrieving the stolen papers before the rogue Peacebreakers can utilize them. It’s revealed that these rebels are not just ordinary terrorists but a black-ops unit gone rogue—organized and led by a fanatic named Tonami, who fervently worships an unseen “god” he calls The General. As the story unfolds, Tsunemori learns that the Peacebreakers exhibit impossible feats like abnormally low Crime Coefficients, superhuman endurance, and the ability to brainwash SAD agents, making them a uniquely formidable threat.
Despite tension and past conflicts, Kogami reunites with Tsunemori and Ginoza, both of whom carry their own burdens and histories. Saiga, Tsunemori’s mentor and a former analyst, encourages Kogami to apologize for his past illegal actions that resulted in his exile from Japan. Kogami’s hesitant apology highlights the complex relationships between these characters, grounded in remorse, loyalty, and the desire for justice.
The team’s investigation hits a roadblock when they discover a decoy package at a PO box, revealing that the operation was a trap meant to lure the Peacebreakers out in the open. The ambush is brutal; Yabuki, the SAD Director, is captured, and Saiga is tragically thrown off a ledge to his death, emphasizing the stakes involved.
