Three criminals—Ray, Pluto, and Fantasia (Ray’s girlfriend)—embark on a violent spree, committing six brutal murders throughout a single night in Los Angeles as they frantically search for a stash of money and cocaine. With their sights set on selling the drugs, they head to Houston to meet a contact of Pluto’s.
Meanwhile, LAPD Detectives Dud Cole and John McFeely delve into the investigation. After following several leads, they conclude that the trio may be making their way to Star City, Arkansas. Excited about the opportunity to showcase his skills, the local police chief, Dale “Hurricane” Dixon—a figure well-known in the small community—eagerly collaborates with the LAPD detectives. His enthusiasm to engage in “some real police work” becomes evident while he mingles with locals during patrols. Upon their arrival in Star City, the detectives meet Dale, who seeks to impress them, while they maintain a facade of respect.
Their investigation takes a grim turn at a convenience store, where a state trooper attempts to arrest Ray and Pluto—only to be shot dead by Fantasia as she is ordered out of the car. News of the trooper’s murder reaches the detectives in Star City, prompting them to analyze surveillance footage that confirms Ray and Fantasia’s identities. Dale informs them that Fantasia is actually Lila Walker, a troubled youth from Star City, who once dreamt of an acting career in Hollywood.
As they dig deeper, the detectives grow suspicious of Dale’s knowledge about Lila after visiting her mother’s house. There, they question her family, including a young boy named Byron, who turns out to be Lila’s son. Their intuition leads them to believe that Lila will return home to see him.
In Houston, Ray and Pluto are dissatisfied with their buyers reneging on the cocaine deal, leading them to kill the buyers in a fit of rage. They flee and intend to reunite with Fantasia in Star City to solidify their next move. When Fantasia arrives, she seeks refuge in a rural house, where an unexpected confrontation with Dale reveals a shocking truth: Byron is the product of an earlier affair between Dale and Lila. They strike a tense agreement—Lila will help bring Ray and Pluto to justice, while Dale promises to assist her in leaving town.
The situation escalates as Ray and Pluto confront Dale at the house. Lila distracts Dale long enough for Pluto to stab him in the abdomen, though Dale manages to shoot Pluto in the process. A chaotic shootout ensues between Ray and Dale. In a twist of fate, Fantasia intervenes, but in a tragic accident, Ray unintentionally shoots her in the head.
