Terrorists seize a bank and surround the police, triggering a tense siege. CIA agent Casey Alexander arrives and fights his way through to save the hostages, though he is wounded in the arm in the process. The operation establishes Casey's competence and personal stakes early on.

John, a retired CIA agent and Casey's father, discovers he is the target of Franco's organization. He refuses CIA protection, insisting on facing threats on his own terms. This revelation creates a personal vendetta for Casey.

On John's 65th birthday, Casey arrives before his brother Will at John's home, setting a familial stage for the conflict. Will flaunts wealth and a Soviet flag jacket, provoking tension over secrets and loyalties. Casey comments on the jacket's symbolism and their differing paths.

That night, masked men subdue John and Franco, aided by Russo, kill him to remove a threat. Casey and Will discover John's corpse and vow to uncover who was responsible. The brothers' resolve is sharpened by the personal loss.

CIA director Jack Atteron refuses to hand John's case to Casey, forcing him to push back. An old IT contact helps Casey retrieve the file, showing his determination. He also fights off further terrorists on the way home, with Will's aid.

Casey determines Franco is already in Florida, and Will heads to Tampa with old martial arts friends to locate Angel, a recruiter for Franco's group. They seek to map Franco's network and disrupt the operation. The journey marks Will's active entry into the hunt.

Will's friends win a bar fight against Angel's men while Maria infiltrates Franco's operation. Will adopts the alias Jessie Roby and is taken to Franco for interrogation. Franco tests Will by pitting him against a thug and Russo to prove his loyalty and skill.

The next day, Will and two men go to a house where he is ordered to kill Casey. Casey fakes his own strangulation with a curtain, convincing Will that his mission is complete. They return to base with the deception intact.

Back at the base, Franco's supervisor is revealed to be Atteron, who was behind John's death. Casey and Will are kidnapped, tied up, and confronted by Russo and Franco. Will resists the urge to kill if Casey is dead, strengthening their bond.

The mission is framed as kidnapping the Mozambique Ambassador at Tampa International Airport, but the real objective is the assassination of President George H. W. Bush. Will is hired for his martial arts skills to carry out the plan. The operation shifts from extraction to high-stakes political violence.

Casey and Maria escape Franco's men and head toward the airport to intercept the plot. They catch Will and the Ambassador, placing them on a plane to confront Franco and Russo, who are poised with a rocket launcher toward Air Force One. Tension peaks as the group moves to a life-or-death confrontation.

In the climactic fight, Will lands a roundhouse kick that sends Russo to his death while Franco is killed by Atteron. Maria then shoots Atteron to prevent further cover-ups. Casey offers Will a CIA job, but Will declines, and Angel is arrested.
