John Liu, a sound technician, learns his wife Nita has been murdered by the gang leader Freddy Cufflinks. Overwhelmed by grief, he is briefly accosted by thugs and fights them off. In the wake of the tragedy, he resolves to become a vigilante, donning a ninja outfit and arming himself with katanas and shuriken to fight crime.

During the parade, the Plutonium Killer hypnotizes and abducts a woman and takes her to his car, where her aura of danger culminates in a chilling scene as his skin appears to melt. The next morning, the woman’s dead body is found in an alley, and police suspect the killer’s hand in the murder. The event deepens the killer’s sinister persona.

While filming a Mayor interview, armed assailants under the Plutonium Killer’s orders attempt to abduct Randi. The criminals are driven away when a group of children, inspired by the New York Ninja, appear in ninja outfits and foil the kidnapping. The city’s future generation becomes an unlikely ally in Liu’s crusade.

Freddy Cufflinks, Ricco, and Switchblade successfully kidnap both Randi and Detective Janet Flores. Williams contemplates the scope of the Plutonium Killer’s operation, and Liu’s dual life as a hero and a suspect becomes clearer. The case edges closer to Liu’s personal stake in the crimes.

Detective Jimmy Williams informs Liu that the Plutonium Killer runs a prostitution trafficking ring and that his wife Nita’s murder is connected to the killer’s operations. The helicopter explodes due to Liu’s planted bomb, killing the Plutonium Killer. The NYPD briefly apprehends Liu, but a group of children—who inspired his vigilante work—arrive to aid his escape, allowing him to vanish into the city’s streets. The film closes with Liu continuing his vigilantism under public scrutiny.
