Marudhamalai passes the police training with merit and is posted as a constable in the town of Nachiapuram. He quickly forges a working relationship with his senior officer Encounter Ekambaram, who assigns him all sorts of petty tasks. Early in his posting, Marudhamalai is forced to clean the floors of the inspector's house, showing his humility and willingness to do menial work. In market days, following a public humiliation of Ekambaram by a beggar, Marudhamalai witnesses Maasi kill a man who supported a political candidate. Maasi uses his caste's 70% majority to block elections by murdering candidates or engineering a lower-caste substitute who is quickly made MLA and then resigns to create a vacancy. Chief Election Commissioner Suryanarayanan IAS arrives in the town and directly challenges Maasi to stop obstructing the by-elections.
