Lukka ousts his mentor Tandya Bhai to become Mumbai's number one don, extending his influence over weapon smuggling, drugs, and land encroachment. He consolidates control with a loyal crew including Salim Chikna, Takla, Batla, and Munna Mobile. The city begins to feel the weight of his criminal empire.

To cement his supremacy, Lukka captures Tandya Bhai's sister and lets Batla brutalise her, culminating in rape and murder. Tandya, enraged by the betrayal, confronts Lukka but is outmaneuvered and killed by Lukka himself.

The basti where Shankar lives is hit by Lukka's brutality, prompting a curfew and rising anger. Shankar clashes with Inspector Kaale, a corrupt officer who helps Lukka while the commissioner remains honest. A rally against Lukka is crushed when Lukka's men kill its leader, pushing Shankar further toward vengeance.

Shankar openly challenges Lukka's rule, igniting a personal feud. The feud grows as Lukka tightens his grip on Mumbai, while Shankar vows to dismantle his empire.

Geeta, an ally of Mustafa, unites Shankar and Mustafa to plot Lukka's downfall. Mustafa, once the top don of Bombay, vows to end Lukka after Batla killed Tandya's sister triggers his own crusade. The trio begins planning to break Lukka's grip on the city.

Lukka, Takla, and Batla are arrested by the police, but a minister ensures they get bail. Inspector Kaale quietly helps Batla escape to start a new life away from Lukka's reach.

Batla's fledgling freedom proves short-lived as he is tracked down and killed by Lukka after a confrontation. The betrayal cements Lukka’s ruthlessness and fear among his rivals.

In the present day, Shankar befriends Arjun, an alcoholic ex-soldier, after Arjun saves Inspector Sujata Singh and a woman from goons. Arjun’s backstory reveals decades-old battles with the weapons smuggler Mahakaal and a fatal deception involving Vikraal that cost his lover Karishma. This shared pain draws Shankar closer to Arjun.

Lukka's minister harasses Lakshmi and abducts her to his own domain, where Munna Mobile is ordered to finish her off. Lakshmi escapes but is murdered, prompting Shankar to target Munna and begin a broader assault on Lukka's network.

Shankar is released from jail and is taken under the wing of Arjun and Mustafa as they coordinate a plan to destroy Lukka. They prepare to strike Lukka at the heart of his operations, uniting their efforts against the Don.

Shankar, Arjun, and Mustafa strike at Lukka by eliminating Munna Mobile at a Lokhandwala construction site, throwing Lukka's organization into turmoil. The killer's death is broadcast through Munna's phone, alerting Lukka to the threat.

Mustafa arrives at Lukka's hideout with a bomb, sacrificing himself to blow parts of the fortress and dies in the blast. Shankar and Arjun confront Lukka, killing him after an intense clash; in the aftermath, the police arrive, and Shankar is placed under arrest.
