Last to Surrender

Seattle police officers Nick Ford and Jimmy Wilson stake out a Chinatown restaurant for a drug deal. A gunfight erupts and Jimmy is killed by The Tiger, who then heads to Burma. Ford is left reeling and is paired with Wu Yin, a Chinese officer also pursuing the Tiger, as he begins a new case.

Ford reluctantly teams with Wu Yin, their earlier clash replaced by a grudging professional respect. The two are reassigned to Rangoon to continue the pursuit of the Tiger and are introduced to the embassy contact, Phil Carpenter. The partnership is tense but functional as they move the case onward.

In Rangoon, Ford and Yin are greeted by Phil Carpenter, their U.S. Embassy contact. They comb Rangoon's criminal district for leads on the Tiger and begin forming a strategy for the operation. The uneasy partnership remains strained as tension rises.

An eccentric fixer named Bong Bong approaches Ford and Yin but is revealed to be a spy working for the Tiger. He claims to help but signals that his loyalties lie with the drug lord.

The Tiger travels to meet a business partner at a Rangoon hotel, prompting another plan to capture him. Interference from local police sabotages the operation, leaving the Tiger free and the Americans short of a lead.

Ford, Yin, and Bong Bong charter a plane to scout the Burmese jungle for the Tiger's secret base. The flight ends in a crash when Bong Bong's provocations become belligerent, and only Ford and Yin survive.

The two survivors struggle through the jungle, fending off a tiger and hunting for food. They construct a makeshift raft to ride the rapids but are knocked off and separated.

Yin is captured by the Tiger's men and brought to his camp, where he drops his neck chain. A young boy picks up the chain, proving to be a crucial lead. Around this time, Carpenter is exposed as working with the drug lord.

Ford is nursed back to health by Chat Chai, a local woman, in her village. He meets Chat's brother, who recognizes Yin's neck chain and confirms Yin's identity, steering Ford toward the Tiger’s base.

Ford infiltrates the Tiger's base and frees Yin, triggering a fierce shootout. The Tiger eliminates Carpenter, activates a time bomb, and reveals a group of hostages including Chat Chai.

During the chaos, Chat Chai is executed by the Tiger while Ford and Yin push to escape. The Tiger escapes into an underground tunnel as the blast from the bomb ravages the compound.

Ford and Yin crawl out from the wrecked camp and manage to escape as the bomb fully devastates the base. The two officers begrudgingly acknowledge the system's failings, ending with a tense, unresolved partnership and a nod to larger real-world issues like Rodney King and Tiananmen Square.
