A car bomb explodes outside Komarov's pharmaceutical company, and a dangerous bioweapon is stolen. The incident triggers an FSB investigation led by Sonia Astrova and Andrei Kasanov, who begin tracing the attack and the missing virus. The probe is hampered early on by interference from FSB Director Anatoly Grishin.

Grishin blocks the investigation, arrests key eyewitness Leonid Zaitzev, and forces Sonia and Andrei off the case. The obstruction stalls progress as more leads come under pressure. Zaitzev's safety becomes precarious as the investigation falters.

Sir Nigel Irvine, a British Embassy official in Moscow, tracks down Jason Monk and persuades him to take on the case. Jason agrees and travels to Moscow to begin his independent investigation. He soon finds an ally in Viktor Akopov, who offers shelter.

Jason arrives in Moscow and, with Viktor's help, goes into hiding from Komarov's men. Viktor steals a residue sample from the bomb to prevent its misuse, and Tonkin explains that Semtex H is traceable to the FSB. Tonkin is soon murdered by Vladimir Dorganosov, who is linked to the attack.

Sonia and Andrei track down Leonid Zaitzev, a cleaner at the Komarov plant who saw Dorganosov steal the virus. They question him, hoping to piece together how the theft was carried out. Their pursuit warns that the case is far from over.

Zaitzev is killed by Dorganosov while in custody, eliminating a crucial eyewitness. Sonia and Andrei realize the breadth of the dangerous conspiracy as the trail grows cold again. The danger to witnesses becomes a recurring theme.

Sonia returns home to find Jason waiting, and the two decide to collaborate and access the FSB network. Dorganosov opens fire, triggering a high-speed car chase through the city. They reach Andrei's house, only to discover he is dead.

Dorganosov confronts his contractor, revealed to be Anatoly Grishin, demanding the rest of his payment. Komarov arrives and orders Grishin to kill Dorganosov, deepening the conspiracy. The encounter confirms that Grishin is manipulating events from within the FSB leadership.

Jason and Sonia raid Grishin's computer and uncover a manifesto by Komarov detailing the plan to unleash genocide on undesirables. Jason realizes the bombing and the bioweapon theft were premeditated, not isolated acts. The discovery reframes the crisis as a political and ethnic conspiracy.

Jason and Sonia confront Komarov's rival General Nikolayev, hoping to expose the truth before the vote. Komarov counters with a televised promise of vaccines for all viruses, boosting his popularity. The political maneuver allows him to secure a lead in the election.

Sonia and Jason raid a Komarov facility outside Moscow and kill Grishin. Sonia takes Grishin's phone, which helps them locate rogue FSB agents spreading the viruses. Sir Nigel Irvine orders the arrest of those rogue operatives, turning the tide of the investigation.

Riots erupt in the streets as Komarov's plan comes to light. Nikolayev urges troops to stand down, and Jason corners Komarov, who is shot by Jason and then killed by the crowd. The government loses control as public demand for change becomes unstoppable.

With Komarov defeated, Nikolayev becomes acting President and Sonia Astrova is appointed head of the FSB. Jason returns Elena to Spain and leaves Russia to resume his fishing-boat life. The political crisis ends with a new leadership taking charge.

Jason relocates back to Spain with Elena and starts a quieter life, taking up work hiring out a fishing boat. The mission's danger fades as he leaves behind the world of espionage and political intrigue. Elena's future is tied to the new life they build together.
