Charlie, Mia, Johnny, and Wes steal a shipment of washing machines that secretly contain cocaine. They drive away in a semi-trailer, initiating a brutal city-wide pursuit. The chase causes significant damage and results in Cortez being badly wounded and hospitalized.

Later that night, Charlie and Mia visit Tsui, the head of the local Triad, to exchange the stolen cocaine and settle their debt. During the meeting, they are ambushed by masked assailants who attack Tsui’s hideout, resulting in Tsui and his enforcers being gunned down.

Johnny, stationed outside, notices the incoming gang of assassins and calls Mia to warn her about the impending attack. This warning helps Mia and Charlie barely escape the massacre, but Tsui is killed in the process.

Detective Patrick Walker is called to the scene of Tsui’s carnage. CCTV footage reveals Charlie and Mia holding pistols, but the murders were committed with assault rifles. Walker learns about Cortez’s injuries and prepares to investigate the case further.

Walker begins hunting for Charlie and Mia, working with his rookie partner Ellie. Meanwhile, Lawrence Beaumont, Charlie’s father and a mayoral candidate, pressures Walker to find Charlie, threatening to jail him if he doesn't cooperate. Walker also visits Cortez at the hospital.

Walker receives information about the assassins from Tsui’s doorman and confronts Ching’s sister, 'Mother,' who demands answers about her son’s death. She kidnaps Lawrence in revenge. Walker also begins tracking down Mia’s uncle Raul to obtain passports for Charlie and Mia’s escape.

Walker’s attempt to rescue Charlie and Mia at Raul’s nightclub leads to a chaotic shootout involving Vincent, Hayes, Jake, Raul, Johnny, Wes, and Triads. Many are killed, and Walker manages to escape with Mia and wounded Charlie while Vincent and his colleagues reveal their betrayal.

Walker realizes Vincent and his team aimed to hijack the cocaine shipment for themselves. He plans to infiltrate the hospital to protect Cortez, as Ching arrives and murders Cortez and his wife. Ellie intervenes to capture Ching and stop the vendettas.

Walker takes Charlie and Mia to a remote cabin, where the Triads locate them and launch a fierce attack. After a brutal gun battle, Charlie and Mia are captured, but Walker kills Mother’s enforcer and fights off the remaining assailants amidst chaos.

Ellie captures Vincent and Ching, exposing them as the masterminds behind Tsui’s death and the ambush. Ching confesses his jealousy-driven motive for killing Tsui and attempts to escape. In the ensuing chaos, Vincent kills Ching and flees with the cocaine.

Walker pursues Vincent to a train, where a shootout ensues. Walker kills Vincent but is shot and wounded in the process. Vincent fires back, and despite injuries, Walker manages to shoot Vincent dead, ensuring he cannot escape with the drugs.

As police arrive, Ellie arranges for Charlie and Mia to escape to safety. Walker, gravely wounded, urges Ellie to arrest him. She refuses, leaving his fate uncertain as the police begin to close in.
