Rosco Frazer, a charming dodger and ventriloquist, clashes with Doug O’Riordan, a recently released convict, during a rough roadhouse brawl. The fight binds them as they slip away together, each certain the other is the trucker. They end up fleeing in a truck with no clear plan.

A highway patrol stops them for speeding and notices they lack proper papers, mistaking them for truck-jackers. Rosco's ventriloquism helps them misdirect the officer and slip away. The narrow escape solidifies their uneasy alliance.

Doug prefers to go it alone, but Rosco won’t let them part ways. They decide to head to an airport to vanish in another state. Their partnership remains chaotic but increasingly dependent.

They try to fly to Miami by posing as passengers Steinberg and Mason who failed to collect their tickets. An agent intercepts them just before takeoff and hands them a suitcase containing one million dollars. They discover the two real Steinberg and Mason are CIA top agents on a mission.

The duo is taken to CIA headquarters to meet 'Tiger', their new boss. They are pressed to omit embarrassing incidents from their final report, highlighting how the agency wants to manage its public image. The assignment abruptly shifts from escape to undercover operation.

To track down a secret organization hiding in Miami Beach, Rosco and Doug impersonate affluent Texans. They leverage their disguise to blend with the Miami elite and gather clues. The ruse doubles as a test of their partnership under pressure.

Their disguise leads them to K1, a megalomaniac who wants to erase mankind's understanding of numbers with his 'K-Bomb'. They begin a pursuit to uncover the villain and stop his plan before it can unfold. The stakes rise as the city becomes a potential stage for catastrophe.
