Detectives Frank Divinci and Jake Rodriguez orchestrate a fake drug deal at a motel to trap narcotics runner Lionel Hudd. They execute Hudd and steal his money, then recover the cocaine and the murder weapon, a customized .44 magnum, returning them to their precinct's evidence room.

Divinci and Rodriguez learn that Lionel Hudd was actually a deep cover DEA agent. This revelation comes when Hudd's partner, Richard Simms, visits their precinct seeking help to identify his friend's killer.

Realizing the mistake, the detectives decide to cover up their crime by framing a homeless drunk named Joe Doe, tricking him into confessing to the murder of Hudd to divert suspicion from themselves.

Divinci and Rodriguez pressure stripper Cynthia Webb, with whom Divinci is having an affair, to identify Joe Doe in a police lineup. They need her testimony to solidify the false confession.

It is revealed that Joe Doe is actually William Dane McCall, a wealthy physician presumed dead for years. McCall's connection to the case sparks more investigations, and he is brought to trial.

During McCall's trial, evidence clears his name and shows he is innocent of the murder. Webb is charged with perjury for lying in the lineup, casting doubt on the entire case.

Rodriguez records a conversation where Divinci admits to murder Hudd and framing McCall. Sensing danger, Divinci pulls a gun and threatens Rodriguez to prevent him from exposing the truth.

Rodriguez is murdered by Vic and his bodyguard, Mr. Cutlass Supreme, over a gambling debt. The police find the damaged tape with Divinci’s confession after investigating Rodriguez's death.

Baylor questions Webb about Hudd’s murder and plays the recording of Divinci’s confession. Webb learns the truth and confesses Divinci’s crimes, leading him to hide out in her apartment and eventually shoot her.

Webb is seriously wounded and taken to hospital, where she passes by Dr. McCall. Meanwhile, Divinci escapes via limousine to the airport, intending to flee the city.

The limousine driver, who is a recently released serial killer, murders Divinci at the airport, fulfilling his role in the story’s climax and ending Divinci’s criminal reign.
