The film starts with Grandma Gigi (Gloria Estefan) building a big dollhouse with little cat figurines. She presents it to her granddaughter Gabby (Tina Ukwu) and gives her a pair of magic cat ears and a plush doll, Pandy Paws, that make her tiny and allow her to enter the dollhouse.

In the present day, Gabby (Laila Lockhart Kraner) is getting ready to go to Cat Francisco with the dollhouse and the Gabby Cats – Pandy (Logan Bailey), CatRat (Donovan Patton), Cakey (Juliet Donenfeld), Baby Box (Maggie Lowe), DJ Catnip (Eduardo Franco), Kitty Fairy (Tara Strong), MerCat (Secunda Wood), Pillow Cat (Sainty Nelson), and Carlita (Carla Tassara). Gabby gets tiny and joins her friends inside the dollhouse (“Gabby’s Dollhouse World”), which allows her to go on adventures with the Gabby Cats.

Grandma Gigi arrives and picks up Gabby and the Gabby Cats. They take a road trip and stop at several locations before arriving in Cat Francisco. When they are getting settled, CatRat accidentally loosens the latch securing the dollhouse, causing it to roll out into the streets. Gabby chases after it, while the Gabby Cats try to steer it away from danger. The dollhouse ends up rolling by a cart, where it is spotted by an eccentric cat lady named Vera (Kristen Wiig), who is famous for making glittery kitty litter and goes everywhere with her cat Marlene. Vera approaches the dollhouse, but a Kitty Ranger (Kate Widdington) asks to play with Vera. She denies her and gives a nearby cart owner a wad of cash for the dollhouse, which she takes away in her car.

Vera brings the dollhouse back to her home and separates the Gabby Cats into specific locations (MerCat in her aquarium, Kitty Fairy outside, and most of the others remain in the dollhouse). CatRat is placed into a drawer, where a touch of his paw causes other cat-themed items to come to life, including an old doll called Chumsley (Jason Mantzoukas).

Gabby gets lost in Cat Francisco and uses Pandy and her cat paws to get tiny, teleporting her all the way to the dollhouse’s location. They meet Chumsley and four cat pencil toppers that came to life. Chumsley tells Gabby about Vera and how she doesn’t plan to play with any of the cats. Gabby and Pandy set off on a rescue mission while CatRat stays behind in case the other Gabby Cats come around.

Gabby and Pandy outrun Marlene and jump into the aquarium and become mermaids, where they find that the other aquatic life forms have taken to MerCat as one of their own. She shows them how beautiful it is there (“Kaleidoscope”) before they are lifted out of the water in a bubble. As they float, they see Baby Box waving a flag from inside Vera’s purse, but Vera opens the door and causes Gabby, Pandy, and MerCat to get blown out into the garden.

The trio are met by kitty gnomes, who bring them to their queen, who happens to be Kitty Fairy. The gnomes dress them up (“Sweet Cream”) before bringing them to Kitty Fairy, who is happy to reunite with her friends. Gabby tricks the gnomes into playing Hide n Seek, which gives them a chance to escape using a flying craft that they built. Kitty Fairy tells the other gnomes that they do not need a ruler in order for them to have fun with each other.

Gabby and Pandy are able to re-enter Vera’s home since the Kitty Ranger arrives with her friends (Sophia Biling and Lauren Chan) to annoy her and force her to buy cookies from them since she won’t play with them. The heroes make it back to the dollhouse, but Chumsley has been taking advantage of the magic inside and is making a huge mess. When Gabby tries to talk to him, he tells her his backstory about how he and Vera used to be best friends when she was a kid, but as she grew, she stopped playing with Chumsley and left him in the drawer. This leads to him deciding he will take over the dollhouse, so he flushes Gabby and her friends out by throwing bubbles into the toilet.

Pandy and DJ Catnip use Carlita to drive to Gigi’s home and get her help while Gabby and the other Gabby Cats try to take the dollhouse back. Gigi gets tiny and joins the Cats, while CatRat accidentally lets it slip that Gabby’s cat ears are magic. Chumsley swipes them and tells Gabby that she will just end up like Vera, growing too old to play with the Cats anymore. When he suggests this to the other Gabby Cats, Gabby runs out of the dollhouse in tears. Baby Box approaches her, and Gabby admits she has worries about growing up. Baby Box gives her some encouragement and reveals she took back her ears from Chumsley.

Gigi arrives to help Gabby. She gives Gabby her ears so that she can talk to Vera herself and give her the ears. Vera, who thought she was going crazy, hesitantly agrees and gets tiny with Gabby. They enter the dollhouse as Chumsley has overloaded the magic in it by trying to bake a cake with too many ingredients, causing a portal to open up. Gabby, Vera, Chumsley, and Cakey enter the portal.

As they try to look for Chumsley, Vera explains to Gabby that she does remember playing with Chumsley, but she just eventually became a grownup who forgot how to play. They go through a land of sweets as Chumsley tries to run away from them. The three are helped by a monster named Cookie Bobby (Matty Matheson), who helps them reach a cookie wafer bridge that Chumsley is crossing. He rejects Vera’s attempts at reconciliation and breaks the bridge.

The magic in the dollhouse starts to completely fade away. Gabby uses some of her magic to give to Vera to create star platforms for Chumsley to cross. Vera nearly falls into the river but Chumsley jumps and saves her. Everyone exits the portal and returns inside the dollhouse. Vera and Chumsley become friends again, and Vera tells Gabby that she will become a great grownup someday. The magic in the dollhouse is restored, and Gabby, Gigi, and all the Gabby Cats fly over Cat Francisco to get home.

Gabby returns to Gigi’s home to help her work on her latest project: a dog-themed dollhouse for Gabby’s little sister.
