Along the rugged coastline of the Pacific Northwest, a pod of orcas faces a critical threat from whalers. Among them is one particularly tenacious orca, who becomes separated from its family and is ultimately captured and sold to the Northwest Adventure Park, a place where the spectacle of human entertainment meets marine life.

Months later, in Portland, Jesse (an orphan who’s been abandoned by his mother for six years) escapes from Cooperton alongside his fellow misfits. They spend three days navigating the city, living off scraps and evading authority figures. In a desperate bid to avoid capture, Jesse and his friend Perry sneak into the observation area of the adventure park, indulging in acts of vandalism. In a fateful encounter, Jesse comes face-to-face with Willy, the orca who is now imprisoned in this environment, and the pair’s destinies become intertwined.

As Jesse’s probation period nears its end, he must grapple with the consequences of his reckless actions and the harsh realities of his life. Dwight, a kind-hearted authority figure, provides Jesse with a potential escape route by placing him with the Greenwood family—Glen and Annie—who are eager to welcome him into their home.
