A highway project becomes a battleground for influence as Neethirajan steers the deal into Shivraj’s hands, bypassing Deivanayagam. This betrayal sparks Deivanayagam's vow of revenge. Personal relationships and political must-haves become weapons in the fight for billions.

Deivanayagam orders Sangayya to raid a brothel where Neethirajan is present. Neethirajan capitulates and pleads with Shivraj to share the bribe, but Shivraj refuses and Neethirajan resigns. The raid reveals how the police are being used and marks the start of wider fallout.
