Police inspector Pierre Lau teams up with his young superior Tang Chuen-shek and customs officer Rambo Wong to foil a major drug trade. They stage a high-stakes operation that leads to the arrest of Nakamura and the seizure of the largest drug bulk Hong Kong has seen. The event sets in motion Yamamoto's plan to protect his organization.

Nakamura, a major drug lord, is arrested during the operation and a vast quantity of drugs is seized. The seizure is described as the largest since the start of Hong Kong's drug trade, heightening the stakes for all players involved. The captured evidence triggers Yamamoto's urgent need to salvage his organization.

Japanese businessman Yamamoto is revealed as the mastermind behind the Nakamura Organization. He begins plotting revenge and a plan to snatch back the drugs to avoid charges and restore his organization's standing. His moves set the story on a collision course with the police.

To recover the stolen drugs, Yamamoto orders underlings to hire American thugs. The plan aims to breach the police station’s evidence room and seize the drugs in a bold raid. The tension escalates as the team begins preparations for the dangerous operation.

The thugs plant bombs inside the police station, forcing officers to evacuate, and they disguise themselves as SDU members to raid the evidence room. The simulated raid triggers a fierce confrontation with the remaining officers. Tang Chuen-shek and Pierre Lau push back against the intruders.

During the ensuing battles, Sean is arrested as part of the raid, and the thugs still manage to escape with the drugs. The incident exposes the flaws in the police operation but also reveals the attackers’ persistence. Shek and Pierre battle the intruders to prevent further loss.

Yamamoto orders the thugs to leave Hong Kong, but Bobby refuses to depart without his brother Sean. The standoff intensifies as the criminals resist evacuation, threatening further violence. The brothers’ loyalty complicates the criminal plan.

The thugs overpower Yamamoto's security and kidnap Yau Ching, forcing Pierre to free Ching in exchange for Sean. Pierre resolves to rescue Ching and retrieve the drugs, while Rambo and Shek join him for the dangerous mission. The stakes rise as the clock ticks toward the planned exchange.

Pierre confronts the thugs holding Rambo as a hostage to exchange for Ching and the drugs. Rambo is dressed and painted to resemble Sean, and Shek also disguises himself to approach via a separate route. The plan hinges on misdirection and bold improvisation under pressure.

Yamamoto arrives at the scene with Siu-lung and two white bodyguards, complicating Pierre's exchange. A long and brutal battle erupts around the evidence rooms and corridors as loyalties collide. Pierre, Rambo, and Shek fight to protect Ching and the drugs.

Pierre defeats Bobby, who is later killed by Lung in the chaos. The violent turn underscores the ruthlessness of the criminals and the toll of the mission. The tide of the battle shifts as Lung closes in on his targets.

Pierre claims the final blows on Lung and Yamamoto, ending the organization's grip on the operation. Rambo kills the two white-clad bodyguards with help from Timmy and Cheung, who decide to turn witness. Shek continues fighting the remaining thugs and bodyguards.

With the criminals defeated, Pierre is reunited with Ching in a moment of relief. The team reflects on their cooperation and loyalty as the city gradually calms. The drugs’ purge marks a hard-won victory for law and order.
